Healthy Aging Summit for Family Caregivers
The City of Fremont’s Aging and Family Services Division is hosting an all-day Family Caregiver Education Caregiving Summit on Friday, April 11, 2025, from 9:30 am to 4:00 pm, at the Dominican Sisters of Mission San Jose, located at 43326 Mission Circle. Participants will learn about important topics related to care giving for an older family member, have opportunities to engage with clinicians, and feel supported as a caregiver.

Clean Water Program Grant Opportunity
The Alameda Countywide Clean Water Program is now accepting applications for its *Community Stewardship Grants [ https://cleanwaterprogram.org/grants/ ]*, offering up to $6,000 per project to support community-based initiatives that prevent stormwater pollution and promote the health of local watersheds, creeks, and the San Francisco Bay.
Projects must be implemented within Alameda County, and the application deadline is May 9, 2025.
Eligible applicants include teachers and student groups, youth organizations, community and environmental groups, homeowner associations, and nonprofit organizations. Proposed activities can include litter cleanups; creek restoration and wildlife habitat enhancement projects; art and multimedia projects; community outreach events; and more. Annual Progress Report for Housing Element Implementation
*Background*
Fremont's *General Plan [ https://fremont.gov/generalplan ]*, last updated in 2011, establishes the City’s future goals for development and helps shape decisions. A key component is the *2023-2031 Housing Element [ https://fremont.gov/housingelement ]*, which was adopted and certified by the State in early 2023. This is the City’s comprehensive plan for guiding housing development in Fremont.
Under State law, local jurisdictions are required to provide an Annual Progress Report on the status of their General Plan and their progress towards implementing the Housing Element. This report must be submitted to the Governor’s Office of Land Use and Climate Innovation (LCI) and the California Department of Housing and Community Development (HCD).

City staff has prepared *Fremont’s 2024 Annual Progress Report [ https://fremontcityca.iqm2.com/Citizens/Detail_LegiFile.aspx?Frame=&MeetingID=2010&MediaPosition=&ID=5381&CssClass= ]*, covering January to December 2024. The report includes the following information:
* The report includes information on Fremont’s progress towards meeting its Regional Housing Needs Allocation (RHNA), which is the city’s assigned share of the region’s housing need, for all income levels, for 2023–2031. Housing production across all income levels is needed to address California’s existing challenges regarding housing supply and affordability. While the City strives to meet its RHNA targets and has created a regulatory environment that aids housing production, external factors such as unfavorable market conditions and high construction costs are significantly impacting development activity in Fremont. As the City does not directly construct housing, it relies on private developers, whose ability to build housing is currently limited by these economic challenges.
* The report also includes information on the status of Housing Element actions and programs, additional annual reporting requirements, and the status of General Plan activities.

On Tuesday, March 18 at 7:00 pm, the Fremont City Council will consider accepting the 2024 Annual Progress Report for submittal to the State (LCI and HCD). This action was recommended, without modification, by the City's Planning Commission at their February 27 meeting. The City Council meeting will take place in the Council Chambers at City Hall, located at 3300 Capitol Avenue, and will also be held virtually via Zoom.
