Changes Proposed for Mobile Home Rent Stabilization Ordinance

City Council 1_28_25

At the Tuesday, Jan. 28 meeting, the City Council considered changes on how much rent can go up annually for mobile home residents as part of implementing Mountain View’s 2023-31 Housing Element. The proposed changes to City’s Mobile Home Rent Stabilization Ordinance include limiting rent increases to 60% of the Consumer Price Index for all urban consumers (CPI-U) for the San Francisco-Oakland-Hayward region with a 0% floor and 3% ceiling. Currently, annual rent increases are limited to 100% of CPI-U with a floor of 2% and a ceiling of 5%. The ordinance applies to residents who own a mobile home but rent space in a mobile home park or rent a mobile home.

The Council will vote on the proposed ordinance amendment at a future meeting.

Also at Tuesday’s meeting, the Council held a study session on the City’s draft Pathways to Housing – Homeless Response Strategy and Expenditure Plan. The draft plan includes goals and strategies for addressing homelessness in Mountain View over the next seven to 10 years.
