City Offices Closed on Memorial Day

The City of Fremont offices are closed on Monday, May 26 in observance of Memorial Day. This closure will not affect police and fire services, except for the Fremont Police Department’s front desk will also be closed. City offices and FPD’s front desk will reopen Tuesday, May 27, for regular business hours.

Mayor Town Hall Special Meeting Agenda on May 27

Mayor Raj Salwan is hosting an upcoming *Town Hall* [ https://www.fremont.gov/Home/Components/Calendar/Event/3354/17 ] meeting for Fremont residents. Scheduled for Tuesday, May 27, 2025, the Town Hall will take place at the Downtown Event Center, located at 3500 Capitol Ave., from 6:30 pm to 7:30 pm. Doors open at 6:00 pm. Come out and learn about the City’s Proposed Operating Budget and recent accomplishments! American Sign Language (ASL) interpreters will be present to ensure accessibility for all guests. Upcoming Council Budget Meetings

At the May 13, 2025, City Council Meeting, City staff presented the Fiscal Year 2025/26 Proposed Operating Budget to the Council. *Watch the budget presentation* [ https://www.youtube.com/watch?v=0xKng2dDph0 ]*.*

Public hearings and budget adoption by the Council will take place on June 3 and June 10. Grand Opening Celebration for New Affordable Housing Property

More affordable housing opens in Fremont! On May 15, the City and Abode Housing Development celebrated the grand opening of Fremont Family Apartments. Located in North Fremont at 34320 Fremont Blvd., this property offers 54 units for low-income individuals and families, including those experiencing or at risk of homelessness.

We would like to welcome these new families home and thank everyone who made this community possible!

The City is committed to expanding affordable housing options for our community. Planned Road Closure for Burger & Brew Fest May 31

The Fremont Chamber of Commerce is hosting *Burger and Brew Fest [ https://www.burgerandbrewfest.com/ ]*on Saturday, May 31, 2025 from 11:00 am to 5:00 pm.

The following road will be *closed on Saturday, May 31, from 6:00 am to 10:00 pm: *Capitol Ave – between Liberty St. and Declaration St.*

Please follow detour signs and use alternate routes. For more information about the event visit their *website.* [ http://www.burgerandbrewfest.com/ ]

We strongly encourage attendees to plan ahead and arrange for safe transportation to and from the event.

The Fremont Police Department reminds attendees that backpacks and large bags are discouraged at the event and may be subject to search. Additionally, drones (UAVs) are not permitted to fly over the event area. Please stay aware of your surroundings, report any suspicious activity, and do not confront individuals involved. For non-emergencies, call (510) 790-6800 (option 3) or text “TIP FREMONTPD” followed by your message to 888-777. In an emergency or to report a crime in progress, please dial 9-1-1.

Fremont's 2025 State of the City Address on June 18

Fremont’s annual State of the City Address will take place on Wednesday, *June 18, 2025* [ https://www.fremont.gov/Home/Components/Calendar/Event/3355 ], from 6:00 pm to 7:30 pm at the Downtown Event Center, 3500 Capitol Ave. Fremont Mayor Raj Salwan will cover the issues and opportunities facing the City of Fremont. Fremont’s Growth Continues with New Industrial Space for Ardenwood

Fremont’s Ardenwood Technology Park is slated for further development with the approval of a major industrial project by the architectural firm ARC TEC at 6200 Paseo Padre Pkwy. (corner of Paseo Padre Parkway and Ardenwood Boulevard). The 24.2-acre site will be transformed into 450,422 square feet of versatile industrial space through the construction of five new multi-story buildings and the renovation of an existing single-story building. This expansion builds upon Ardenwood Technology Park’s established role as a 3 million square foot research and development hub, designated for industrial growth since 1981 and home to numerous life science companies.

The project is expected to deliver key benefits that align with the City’s economic development goals, including job creation, the fostering of innovation, and a boost in city revenue. The project will be subject to standard development impact fees for fire protection, capital facilities, and traffic infrastructure, as well as applicable affordable housing fees for non-residential projects. In addition, this project includes building a new traffic signal at the intersection of Paseo Padre Parkway and Commerce Drive.

The City looks forward to the future tenants of this new industrial space and the contributions they will bring to Fremont.

New Housing Planned Near Downtown Fremont

Exciting new housing opportunities are planned for Fremont’s City Center! A new residential development is set to bring 336 homes to this area, which is near downtown. Capital Development by Brookfield Properties, in partnership with affordable housing developer Pacific West Communities, will be located at 3440 Walnut Ave. (at the corner of Liberty Street) and is anticipated to break ground later this year.

Capital Development will feature a mix of housing options, including:


* 216 for sale market-rate townhomes;
* 118 affordable housing rental units designated for low-income households and located within a six-story building; and
* 2 property manager units.

The development will offer three large common open spaces—with a play structure, seating areas, and extensive landscaping—and will connect to the public right of way through several private streets. The affordable housing building will include an internal parking garage, and the townhomes will have private garages. Additional street parking will be available, and the common open spaces will be open to the public.

Capital Development will transform a vacant commercial site into a walkable residential neighborhood, adding hundreds of new homes to Fremont’s City Center area. This aligns with the City’s goals to provide more affordable housing options for the community and create a vibrant downtown where residents can support local businesses and utilize nearby public transportation.

City’s Community Development Director Dan Schoenholz to Retire

After 27 years of dedicated service to the City of Fremont, Community Development Director Dan Schoenholz will retire at the end of May. Dan’s career with the City began in 1998 as an analyst in the City Manager’s Office, followed by a transition to the Human Services Department where he was promoted to Human Services Deputy Director in 2003.

In 2006, Dan joined the Community Development Department to lead the City’s *General Plan [ https://fremont.gov/generalplan ]* update process. This plan guides all development decisions and establishes future priorities and goals, all under the overarching vision of Fremont becoming a sustainable and strategically urban community. In 2011, Dan became the Community Development Deputy Director, where he served for seven years until being appointed Community Development Director in 2018.

Over the past 20 years, Dan has led the department and its extensive efforts to implement the City’s General Plan vision, including the implementation of the City’s sustainability function and the growth of affordable housing. Dan’s leadership has been pivotal in implementing the City’s *Climate Action Plan [ https://www.fremont.gov/climateactionplan ]* and producing more affordable housing options in Fremont than ever before.

Dan has also been instrumental in navigating the City’s construction and development services through difficult economic periods, including the housing crisis of 2008 and the COVID-19 pandemic. His leadership and thoughtful fiscal management ensured that City services were not impacted.

The City has been honored to have Dan serve the Fremont community for the past 27 years and expresses its deepest appreciation for the outstanding contributions he has made, knowing his legacy will continue to benefit Fremont for years to come. The City extends its best wishes to Dan on his well-earned retirement!

Dan’s shoes will be hard to fill. A *nationwide recruitment [ https://www.fremont.gov/home/showdocument?id=18007&t=638815411245569734 ]* is currently underway for the City’s next Community Development Director. Following Dan’s departure at the end of May, Community Development Deputy Director Wayne Morris will serve as Interim Director.

Pet Licensing Just Got Easier – DocuPet Launches June 3!

The City of Fremont is partnering with DocuPet, a leading pet licensing and lost pet platform, to make licensing easier, smarter, and more valuable for residents. While licensing is mandatory for all dogs and cats in Fremont, this new system offers more than compliance, it delivers meaningful benefits that help protect pets, support pet families, and strengthen the safety net for lost animals.

With DocuPet, residents can customize colorful tags that double as official licenses, access secure online pet profiles, and use unique tag codes that link directly to each pet’s information. If a pet goes missing, owners can instantly create a Lost Pet Report, while anyone who finds a pet can quickly submit a Found Pet Report using the code on the tag.

Each license includes "HomeSafe"®, DocuPet’s free 24/7 lost pet service, along with access to a dedicated dispatch team ready to assist at any time. Integration with Petco Love Lost’s AI-powered image recognition also enhances the ability to identify and reunite pets more quickly.

Launching on June 3, this modern approach to pet licensing will help the community reconnect with lost pets faster and ensure more of them make it safely back home.

2025 Leadership Fremont Cohort Graduates

2025 Leadership Fremont cohort graduated on Wednesday, May 21, 2025. It did so after successfully completing its  “Youth Overcoming” project, benefitting the City’s Youth and Family Services (YFS) division. The project raised money to assist YFS clients with the costs of activities like summer camps, joining sports leagues, or taking driver’s education courses.  Activities that would be therapeutic for the youth, but are unaffordable for their families. With an original goal of $25,000, the ambitious cohort doubled that by raising $50,000! The Youth and Family Services Division would like to extend its gratitude to the 2025 Leadership Fremont  cohort for all its work on this important project.
