January 31, 2025 Statement from City of Fremont on Immigration Policy
Today, City of Fremont issued the following statement:
"The City of Fremont’s long-standing immigration policy follows current State law. To the extent federal law enforcement officers carry out immigration enforcement, City funds and resources cannot be used in support of these efforts. Nor shall City employees obstruct or hinder federal officials’ enforcement actions. The City of Fremont recognizes the complexity of this issue and the impacts on those it may affect. We remain focused on the safety and well-being of our local community.
The Fremont Police Department Immigration Violations Policy (423) outlines expectations on this matter and can be found online *HERE* [ https://public.powerdms.com/FremontPD/tree/documents/3208841 ]. The policy is in compliance with the State of California’s Truth Act and Trust Act and the police department continues to follow it. At this time, the City is not aware of enforcement activities occurring within Fremont."

2024 Year-End City Council Priority Progress Report Now Available
In 2024, the Fremont City Council established core priorities for the City which focuses on public safety, environmental sustainability and continues to address homelessness, while ensuring financial health and sustainability remain the City’s core principle. This week, City Manager Karena Shackelford released the City’s 2024 annual year-end City Council Priority Progress Report outlining how staff has focused its efforts on these key areas throughout the year.
Highlights in the report include:
* Organized business and industry events at the Downtown Event Center to amplify Fremont’s robust manufacturing sector and economy such as Future of Fremont with Silicon Valley Business Journal, Mayor’s Economic Forecast, and several others.
* Supported Abode Services’ Sunrise Village Shelter to fill a Fiscal Year 24/25 operating budget gap, with $150,000 in Permanent Local Housing Allocation funding, $89,000 in Emergency Solutions Grant Funding; adding to a previously committed $162,806 social service grant.
* Police and Fire Department hosted a large Public Safety Fair to provide safety education and information to the community.
* Received a Platinum designation from the national SolSmart program. Fremont was the very first community in the US to earn this prestigious designation.
The City looks forward to continuing this work to improve our Fremont community in 2025. Fremont-Decoto Land Development Plan
The City is required by California State law to adopt a Housing Element as part of its *General Plan* [ https://fremont.gov/generalplan ]. Fremont’s *2023–2031 Housing Element* [ https://fremont.gov/housingelement ], adopted in early 2023, identifies a need for approximately 13,000 new residential units, with over 7,000 designated as affordable.
*Project Information* To help meet this housing goal, Fremont’s Housing Element includes a commitment to redevelop a 9.59-acre City-owned site located at the southwest corner of Fremont Boulevard and Decoto Road (4178–4268 Decoto Road). The City has owned this site since 1989, and since 1992, a portion has been leased to a commercial nursery on a month-to-month basis. The project, titled the *Fremont-Decoto Land Development Plan (LDP)* [ https://city.fremont.gov/fremontdecotoldp ], will result in residential development on the site, which will include affordable housing options.
*Public Hearing for Executing Service Agreements* On Tuesday, February 4 at 7:00 p.m., the Fremont City Council will consider executing service agreements for community outreach, technical project design, and environmental clearance services for the Fremont-Decoto LDP project. The public hearing will take place in the City Council Chambers at City Hall, located at 3300 Capitol Avenue, and will also be held virtually via Zoom.
