*Gatekeeper Process Updates*

A project on the Fiscal Years 2023-25 Council Work Plan [ https://www.mountainview.gov/our-city/city-council/strategic-priorities-and-council-work-plan ] includes a city-led effort to update our Gatekeeper process [ https://www.mountainview.gov/our-city/departments/community-development/planning/regulations/gatekeeper ]. The City held public meetings in 2023 seeking Council direction on potential revisions and updates to the Gatekeeper process. In January 2024, Council temporarily paused any further progress on Gatekeeper updates to, instead, deploy staff resources to reopen the Gatekeeper Authorization Hearing for 2024 utilizing the current Gatekeeper procedures. Council held a Gatekeeper Authorization hearing in September 2024, where two applications were authorized to proceed.

Now, staff is continuing with the Gatekeeper updates in 2025. As part of the prior Council direction received, staff is drafting a new Council Policy on the Gatekeeper Authorization Process. Any new Council Policy must be reviewed by the Council Policy and Procedure Committee (CPPC), comprised of three Councilmembers.

Staff is sending you this courtesy notice to inform you the draft Council Policy on Gatekeeper Authorizations will be discussed *at a meeting scheduled with the CPPC on Wednesday, March 5, 2025 at 2:30 PM.* The meeting agenda, zoom link, and staff report materials will be posted online by no later than Friday, February 28, 2025 at https://mountainview.legistar.com/ [ https://mountainview.legistar.com/Calendar.aspx ].
