City of Fremont Notice of Public Hearing: Code Update for Housing Element Implementation

The City of Fremont is considering adopting the following: 1) a resolution for objective design standards for historic homes to comply with State law and 2) an ordinance for associated amendments to the Historic Resources Chapter within Fremont’s Municipal Code Title 18 (Planning and Zoning) 18.175 [ https://www.codepublishing.com/CA/Fremont/#!/Fremont18/Fremont18175.html ]. These measures support the implementation of Fremont’s 2023–2031 Housing Element [ https://www.fremont.gov/government/departments/community-development/planning-building-permit-services/plans-maps-guidelines/general-plan/housing-element ], which requires the City to enact policies outlined in several programs. Program 4 requires the City to adopt objective standards for historic homes to reduce the processing time and uncertainty for applications related to eligible historic resources. The proposed standards would preserve protections necessary for maintaining the historic integrity of historic homes in Fremont, while still meeting City and State goals to increase the supply of housing.

On Tuesday, January 14 at 7:00 p.m., the Fremont City Council will consider the proposed resolution and code amendments, which were recommended, without modification, by the City's Planning Commission at their December 12 hearing [ https://fremontcityca.iqm2.com/Citizens/Detail_Meeting.aspx?ID=2000 ]. The public hearing will take place in the City Council Chambers at City Hall, located at 3300 Capitol Avenue, and will also be held virtually via Zoom. The agenda will be available online through the City's Agenda Center [ https://www.fremont.gov/government/agenda-center ] no later than Friday, January 10 at 5:00 p.m. It will include a link to a staff report for more information and instructions for participating and providing public comment.
