*Winter Code Update*
On January 7, 2025, the Fremont City Council adopted code amendments [ https://fremontcityca.iqm2.com/Citizens/Detail_LegiFile.aspx?Frame=&MeetingID=2002&MediaPosition=&ID=5342&CssClass= ] to various chapters of Fremont's Municipal Code [ https://www.codepublishing.com/CA/Fremont/ ]—Title 2 (Administration and Finance) [ https://www.codepublishing.com/CA/Fremont/#!/Fremont02/Fremont02.html ], Title 8 (Health and Safety) [ https://www.codepublishing.com/CA/Fremont/#!/Fremont08/Fremont08.html ], Title 17 (Subdivisions) [ https://www.codepublishing.com/CA/Fremont/#!/Fremont17/Fremont17.html ], and Title 18 (Planning and Zoning) [ https://www.codepublishing.com/CA/Fremont/#!/Fremont18/Fremont18.html ]—and related amendments to the Warm Springs/South Fremont Community Plan [ https://www.fremont.gov/home/showpublisheddocument/7157/637821953481800000 ]. The amendments will be effective February 5, 2025.
The code amendments 1) clarify and enhance definitions, procedures, and standards related to development and use of property within Fremont, and 2) continue to implement Fremont's 2023-2031 Housing Element [ https://www.fremont.gov/government/departments/community-development/planning-building-permit-services/plans-maps-guidelines/general-plan/housing-element ].
For more information and to view the code amendments, read the City Council Staff Report [ https://fremontcityca.iqm2.com/Citizens/Detail_LegiFile.aspx?Frame=&MeetingID=2002&MediaPosition=&ID=5342&CssClass= ].
*Fremont-Decoto Land Development Plan*
The City is required by California State law to adopt a Housing Element as part of its General Plan [ https://www.fremont.gov/government/departments/community-development/planning-building-permit-services/plans-maps-guidelines/general-plan ]. Fremont's 2023–2031 Housing Element [ https://www.fremont.gov/government/departments/community-development/planning-building-permit-services/plans-maps-guidelines/general-plan/housing-element ], adopted in early 2023, identifies a need for approximately 13,000 new residential units, with over 7,000 designated as affordable.
To help meet this housing goal, Fremont’s Housing Element includes a commitment to redevelop a 9.59-acre City-owned site located at the southwest corner of Fremont Boulevard and Decoto Road (4178–4268 Decoto Road). The City has owned this site since 1989, and since 1992, a portion has been leased to a commercial nursery on a month-to-month basis. The project, titled the Fremont-Decoto Land Development Plan (LDP) [ https://www.fremont.gov/government/departments/community-development/planning-building-permit-services/fremont-decoto-land-development-plan ], will result in residential development on the site, which will include affordable housing options.
On Tuesday, February 4 at 7:00 p.m., the Fremont City Council will consider executing service agreements for community outreach, technical project design, and environmental clearance services for the Fremont-Decoto LDP project. The public hearing will take place in the City Council Chambers at City Hall, located at 3300 Capitol Avenue, and will also be held virtually via Zoom. The agenda will be available online through the City's Agenda Center no later than tomorrow, Friday, January 31, at 5:00 p.m. It will include a link to a staff report for more information and instructions for participating and providing public comment.
For more information, visit the City’s Fremont-Decoto LDP webpage [ https://www.fremont.gov/government/departments/community-development/planning-building-permit-services/fremont-decoto-land-development-plan ] or contact Senior Planner, Mark Hungerford, at 510-494-4541 or by email <mhungerford@fremont.gov>.
The City will continue to communicate project updates as they are available. For the latest information, visit the plan webpage [ https://www.fremont.gov/government/departments/community-development/planning-building-permit-services/fremont-decoto-land-development-plan ].
