Community Tree Planting Event - Cabrillo Elementary School

Guided by the Fremont *Urban Forest Management Plan [ https://www.fremont.gov/government/departments/urban-forestry/urban-forest-plan ]*, the City's Community Services Department continues its partnership with local urban forestry non-profit, Urban Forest Friends in planting trees across the city. This planting season, Fremont Unified School District (FUSD) has joined the partnership to focus on planting trees on school campuses in neighborhoods with some of the lowest tree canopy coverage in Fremont. Cabrillo Elementary School was identified, and a plan was developed to plant 70 trees on site. As they grow, these trees will provide shade to adjacent sidewalks, cool asphalt play surfaces, and provide kids access to green space.

A successful community tree planting event was held at Cabrillo Elementary on February 22, with more than 30 volunteers helping to plant trees. Additionally, more than 25 children, parents, and teachers from the school attended to learn about trees and the benefits they provide to schools and communities. The event was made possible by a collaboration between Fremont Urban Forestry, Urban Forest Friends, Cabrillo Elementary School, and the many dedicated community volunteers who participated. Funding for the trees came from a CALFIRE grant the City was awarded in 2023. The City also provided technical advisory, planning, and design. Urban Forest Friends provided volunteer coordination and planting assistance with FUSD providing logistical support and community engagement.

FUSD worked with Urban Forest Friends to maximize volunteer and community participation. The learning presentation taught students and parents from the Cabrillo community about the important role trees play in promoting sustainability and livability. There were also opportunities to learn more about Fremont tree programs, upcoming volunteer opportunities, and *how to have a tree planted [ https://www.fremont.gov/government/departments/urban-forestry/want-a-tree-form ]* on their street for free.

This event not only provided critical green space to students, but also helped the City to continue moving forward to meet the Urban Forestry Management Plan’s goal of 800 trees planted each year and to reach 24% canopy by 2062.

City Proposing Lake Elizabeth Water Quality Improvement Pilot Project

Background

During an extreme heat wave in July 2024, a significant fish die-off event occurred at Lake Elizabeth in Fremont’s Central Park. Lake Elizabeth is an 83-acre freshwater lake designed for flood control and stormwater storage. The lake is owned by the Alameda County Flood Control and Water Conservation District (ACFCD) and licensed to the City for recreational purposes.

To respond to the fish die-off event, the City hired an environmental consulting firm to investigate the cause and identify strategies to help prevent future occurrences. Water quality testing was performed, and it was determined that the extreme heat wave led to low dissolved oxygen concentrations and elevated lake water temperatures, ultimately causing the fish die-off.

The lake’s shallower depth due to sediment buildup likely increased the heat wave impact on water temperatures. The lake’s historical maximum depth was 7 feet, with the most recent dredging conducted in 2001 (excluding the western half of the lake). Based on a 2023 bathymetric study, which measured lake depth and mapped underwater features, the lake has decreased in depth by two to three feet, depending on location. ACFCD has informed the City that the lake’s current depth is considered adequate for flood protection purposes; therefore, further dredging is not warranted at this time.

Proposed Project

While conditions at Lake Elizabeth have returned to normal, City staff is recommending proactive steps to reduce the likelihood of fish die-offs occurring in the future during extreme heat events. After evaluating several potential options, staff is proposing implementing the Lake Elizabeth Water Quality Improvement Pilot Project. The project would include the following elements:


* Three surface aerators for improved oxygenation
* Nine floating islands for shade and temperature regulation
* Three continuous probes for water quality monitoring

The total estimated project cost is $175,000, with funding from the City’s Integrated Waste Management Fund Open Space account and Parks Capital Replacement project funding. The project would not impact protected animal species or their habitats and involves no hazardous materials.

City Council Meeting

On Tuesday, March 4 at 7:00 pm, the Fremont City Council will consider City staff’s recommendation to implement the Lake Elizabeth Water Quality Improvement Pilot Project. The meeting will take place in the City Council Chambers at City Hall, located at 3300 Capitol Ave., and will also be held virtually via Zoom.
