The City of San Mateo wants to hear feedback from the community on potential energy efficiency requirements--also known as reach codes--that exceed state code minimum requirements and help meet our climate goals. The City is considering several reach code options that impact cooling upgrade projects and planned home renovations. This fall, consider giving nature a helping hand by leaving some of those fallen leaves where they land. Leaf litter provides vital winter shelter for butterflies, moths, salamanders, and other wildlife — and when added to garden beds or around trees, it naturally enriches the soil. When leaves and yard waste, as well as food scraps, are sent to landfills, they decompose without oxygen and produce methane, a potent greenhouse gas. Composting, on the other hand, allows organic matter to break down naturally with oxygen, helping reduce greenhouse gas emissions while creating nutrient-rich soil. Parks and Recreation Keep Our Parks Safe: Leash Laws Apply in San Mateo Parks The best way to ensure a safe and positive experience for all pets and people in our community is to keep your furry friend leashed up at all times. If you’re looking for safe off-leash play time, visit one of the many off-leash areas and dog parks around the city otherwise dogs must be on a leash in all parks and open spaces per San Mateo Municipal Code Section 8.02.060. City Clerk's Office Oct. 6 City Council Actions The following items were discussed by the San Mateo City Council on Oct. 6, 2025. Full meeting minutes are approved in subsequent Council meetings, and can be viewed and searched on the City's Agendas & Minutes Public Meeting Portal: Special Meeting, 5:30 p.m. San Mateo Area Chamber of Commerce: 2025-26 Work Plan — Presentation  The City Council received a presentation from Erica Wood, executive director of the San Mateo Area Chamber of Commerce, noting accomplishments from last year and highlighting the Chamber's 2025-26 Work Plan. The City Council provided comments, asked questions, and provided feedback on several aspects of the Work Plan and the City's contribution to the Chamber's work. The City Council directed the Chamber to take steps to improve new business outreach, track business closures, identify top employers, and align programs with core Chamber goals. Council praised the Chamber's data-driven approach, transparency, and effort to drive business engagement. Regular Meeting, 7 p.m. Ceremonial: Breast Cancer Awareness Month Proclamation Police Chief Barberini accepted a proclamation recognizing Breast Cancer Awareness Month. Fire Prevention Week Proclamation  San Mateo Consolidated Fire Chief Matt Turturici and Fire Marshall Carisa Workman provided a presentation to the Council highlighting the importance of fire safety and received a proclamation recognizing Fire Prevention Week. San Mateo County Mosquito and Vector Control District (SMCMVCD) Presentation  Brian Weber, public health education and outreach officer from the San Mateo County Mosquito and Vector Control District (SMCMVCD), and the City's SMCMVCD representative, Tolifili Fa, presented important information about the services and public education opportunities SMCMVCD provides. Special thanks to SMCMVCD and staff for keeping our communities safe and healthy. New Business Animal Control Amendments - Ordinance Introduction Police Department staff presented a proposed Ordinance to amend San Mateo Municipal Code Chapter 8.02 "Animal Control." adding Chapter 8.34 “Animal Fanciers Permit” to maintain enforceability and alignment with San Mateo County's Animal Control Ordinance. The City Council asked questions and provided comments on the proposed ordinance. The Ordinance will be formally adopted at a future meeting. Old Business Gas Leaf Blower Prohibition Ordinance – Feedback Staff sought direction on how to develop an ordinance that would prohibit gas-powered leaf blowers in the city. Specifically, Council provided direction regarding leaf blower hours of operation, enforcement phasing, assignment of penalties, and more. Council directed staff to develop an ordinance prohibiting gas-powered leaf blowers, beginning enforcement nine months after adoption with the option for enforcement to apply to property owners, business owners, and leaf blower operators. Staff was directed to bring back leaf blower hours of operation alternatives with different hours of operation in different zoning districts. The Council was in favor of reviewing the ordinance after two years of implementation for potential adjustments and emphasized the need for strong engagement and messaging to the community about the new regulations. A draft ordinance will be brought forward for Council review at a future meeting. Public Meeting Portal Parkside Aquatic Park Ballot Drop Box Due to ongoing construction at the Marina Branch Library, an outdoor Ballot Drop Box has been installed at the Parkside Aquatic Park. The walk-up, 24-hour drop box is located just outside the Parkside Aquatics Center building: Parkside Aquatic Park 1595 Seal St San Mateo, CA 94403 Additional locations are listed on the County's Vote Center and Ballot Drop Box Lookup site: https://smcacre.gov/elections/vote-center-and-ballot-drop-box-lookup 30-Day Vote Centers are open for early in-person voting. Shaping California’s Future: November 2025 Statewide Special Election The November 2025 election will feature one statewide measure, Proposition 50 (there are no local or countywide measures this election). Key Dates to know include: Last day to register to vote: Oct. 20, 2025 Vote-by-Mail Ballots begin mailing: Oct. 6, 2025 Ballot Drop-off Locations open: Oct. 7, 2025 Vote Centers open for early in-person voting: Oct. 25, 2025 Vote-by-Mail Ballot Deadline: Must be postmarked by Nov. 4, 2025, and received by Nov. 12, 2025 Election Day is Nov. 4, 2025. Public Works City Wins ASCE 2025 Project Award for New Treatment Plant The American Society of Civil Engineers San Francisco Section recognized the City of San Mateo with a 2025 Project Award for its Outstanding Water/Wastewater Treatment Plant (WWTP) Project Nutrient Removal and Wet Weather Flow Management Upgrade and Expansion. Share Your Input: Final Design for Humboldt Street Bike Lane (Workshop #3) on Oct. 27 The City will host its final Humboldt Street Bike Lane Alternatives community workshop to explore the future of bike lanes, pedestrian safety, and street lighting in the North Central neighborhood on Humboldt, Fremont, and Idaho streets. At this meeting we will present how community feedback has been incorporated into safe walking and biking final draft design concepts for Idaho and Fremont streets. Expect a brief presentation and question and answer session. We will ask participants to complete a short survey that will be used to provide feedback to City Council. Your feedback will help shape decisions about visibility and safety in the area. Five test areas with different streetlight brightness levels have been installed on Humboldt Street and Idaho Street, from from Indian Avenue to Cypress Avenue. We invite you to visit the test areas, compare the lighting, and share your preferences in an online survey before the survey closes at 5 p.m. on Oct. 15, 2025. Since this demonstration is best experienced after dark, please take safety precautions while visiting the test areas: Walk in pairs or groups whenever possible. Community Development Join the Discussion: Anti-Displacement & Tenant Protections — Nov. 17, 2025 On Nov. 17, 2025 at 7 p.m., the City Council will hold a public hearing to consider adoption of ordinances to implement Council direction provided at the April 21, 2025 study session on anti-displacement and tenant protection issues. During that study session, City Council prioritized establishment of an emergency rental assistance program and improving code requirements that support for tenants in units with unsafe living conditions. City Council also provided direction to develop a policy extending AB 1482 provisions to include relocation assistance for no-fault evictions for tenants with a tenure of less than a year (11 months) and the right-to-return to substantially rehabilitated or demolished units. An emergency rental assistance program was adopted by City Council on July 28, 2025. This program will serve low-income San Mateo residents experiencing financial challenges to prevent evictions and displacement. At the public hearing on Nov. 17, City Council will consider ordinances that amend the City's Tenant Relocation Ordinance to enhance the regulations that support tenants in units with unsafe living conditions and establish local regulations that extend AB 1482 provisions to tenants with a tenure of less than a year (11 months). Updates will also be provided on monitoring rental rates and evictions citywide, and plans for upcoming tenant and landlord education efforts. Tenant and Landlord Informational Workshop Oct. 22 Project Sentinel will be hosting another free informational workshop for tenants and landlords, which will provide information about local and state rules governing tenant and landlord issues.
