Progress on Isherwood Park Relocation Support Efforts

Isherwood Park (located at Isherwood Way and Quarry Lakes Drive) is now fully closed through the winter for necessary improvements and maintenance.

Since May 2025, the City of Fremont and the City of Union City have provided outreach and assistance to everyone residing in Isherwood Park, working closely with partnering nonprofit service providers. Relocation options offered included the City’s *Housing Navigation Center (HNC)* [ https://city.fremont.gov/hnc ] and *Winter Relief Program [ http://city.fremont.gov/winterrelief ]*, both of which offer supportive, wrap-around services aimed at helping participants find stable housing. To date, 28 individuals have successfully transitioned into these supportive programs: 24 to the Winter Relief Program, 3 to the HNC, and 1 to the Sunrise Village Shelter. The City’s Winter Relief Program remains available through today, November 14 for community members relocated out of Isherwood Park.

Many of the community members transitioning into the City’s shelter programs were able to bring their pets. The City’s Animal Services Division has estimated that approximately 20 cats and kittens remain at the site. The City is partnering with nonprofit rescue organizations and volunteers to help trap all of the remaining cats. The cats will all be evaluated, assessed, and spayed or neutered. The evaluation will help staff better understand their unique personalities so that they can each be placed on individual pathway plans. To date, no dogs appear to be at the site, but Animal Services staff will continue to visit the park in the upcoming days.

The City understands the Isherwood Park closure has been challenging. We are encouraged that a significant number of individuals have been successfully relocated and are now connected to real opportunities for stable housing. We are grateful for everyone’s cooperation and thank our agency and nonprofit partners for their assistance with these crucial support efforts.

Give Us Your Feedback on New Palm Avenue Community Park

Help us narrow down three conceptual designs of a new 13-acre Palm Avenue Community Park. Your feedback will help shape a draft Master Plan to be considered by the Fremont City Council in early 2026. The project is anticipated to start construction in 2027 with estimated opening in 2028.

Online Permit Services Not Available for Thanksgiving Holiday Closure

The City’s online permitting portal, *Citizen Access* [ https://fremont.gov/citizenaccess ], will be taken offline for the Thanksgiving holiday closure. Citizen Access will be unavailable from Wednesday, November 26 at 12:00 pm through Monday, December 1 at 8:00 am. Online requests for permits and building inspections will not be available during this time. This includes building, planning, and engineering permits. Please keep this in mind when planning construction and development projects requiring these types of permits.

The City’s inspection scheduling phone line will still be available during the closure to request a building inspection for the following week. Anyone who needs to request an inspection can call 510-494-4885.

Reminder: Central Park Large Dog Park Closing for Synthetic Turf Replacement

Starting Monday, November 17, the Central Park Large Dog Park will close for a *synthetic turf replacement project [ https://www.fremont.gov/government/departments/parks-planning-design/design-projects/dog-park ]*, with reopening expected in early 2026. The work includes removing old turf, improving drainage, and installing new turf. These upgrades will enhance safety, comfort, and play conditions for our community’s dogs. The small dog park will remain open.

You can also enjoy the magic after dark with our Twilight Time Holiday Open House, a special evening experience featuring the house glowing in festive holiday charm after the farm has closed.

The Alameda County Water District’s 7th Annual WaterClips Student Video Contest is rolling out the blue carpet for Tri-City area students in grades 6 to12*!  *Students are invited to create a 30-second video that showcases how ACWD water influences, inspires, or supports physical health and wellness - and they could win a share of over $1,500 in student scholarships! Winners will be celebrated at a special awards ceremony and reception at the Fremont Downtown Event Center*. *Plus, teachers can win too! ACWD will award up to $500 in classroom scholarships to teachers who sponsor winning videos or the most qualified submissions.
