View the agenda and minutes public meeting portal. Special Meeting, 6 p.m. Study Session Fiscal Year 2025-26 Mid-Year Budget Update The City Council will receive a mid-year financial update on the City’s General Fund (our primary operating budget) as well as the Sewer Fund. These updated year-end projections will help inform and shape the Fiscal Year 2026–28 Budget, which is being developed and will be reviewed by the City Council at a future meeting. Ceremonial The City Council will recognize the Black Stars Youth Hockey Club 8U team for their recent NorCal Jr. Hockey championship victory as well as the CSM Bulldogs for their 3C2A State Championship win, their third State title in four years. Old Business Grand Boulevard Initiative and Central El Camino Real Plan - Appropriation The City Council will consider adopting a resolution to appropriate $70,000 in Measure A funds to support enhanced San Mateo-specific community engagement for the Central El Camino Real Multimodal Plan. The Council will also receive an informational presentation from SamTrans on the plan and related efforts during the Feb. 23 City Council meeting. Led by SamTrans in partnership with the City of San Mateo, Belmont, San Carlos, and Redwood City, the Central El Camino Real Multimodal Plan covers an 8.5-mile stretch of El Camino Real. It is part of the broader Grand Boulevard Initiative—a countywide collaboration involving 15 jurisdictions, four agencies, and Caltrans—to enhance safety, mobility, and connectivity along El Camino Real for people walking, biking, driving, and taking transit. Comprehensive Zoning Code Update Project - Direction The City Council will receive a presentation on the Comprehensive Zoning Code Update Project, take public comment, and provide direction on next steps. Staff and the consultant team will provide background on the project, outline the outreach plan, and summarize the outreach conducted to date. Staff will be seeking Council guidance on the white paper topics, whether additional topics warrant further analysis, whether the proposed Outreach and Engagement Plan aligns with project goals, and if the Council would like to provide any other direction to staff. Council direction will help shape the next phase of analysis, community engagement, and drafting of the updated Zoning Code. Public Hearing General Plan Amendments – San Mateo's 2023-2031 Housing Element The City Council will consider adopting a Resolution to approve amendments to the City’s General Plan Housing Element for the Sixth Housing Cycle (2023–2031). The amended Housing Element complies with State law, outlines a plan to accommodate at least 7,015 new housing units, and affirms the City’s commitment to furthering fair housing. If the City Council adopts the resolution, the 2023-2031 Housing Element Amendments will be sent to HCD for formal certification following the City Council’ s review. The action is exempt California Environmental Quality Act (CEQA). Closed Session The public will have an opportunity to comment before the Council’s consideration of these items. Following the meeting a report of action from Closed Session will be provided if required. Conference with Labor Negotiators — Compensation Unrepresented employee: City Manager Conference with Labor Negotiators — Compensation Unrepresented employee: City Attorney New Business City Manager Employment Agreement - Amendment The City Council will consider adopting a resolution to amend the compensation for the City Manager and authorize the Mayor to execute an amendment to his employment agreement. City Attorney Employment Agreement - Amendment The City Council will consider adopting a resolution to amend the compensation for the City Attorney and authorize the Mayor to execute an amendment to his employment agreement. Agendas & Minutes Public Meeting Portal Upcoming Road Closure Reminder: Nighttime Ramp Closures at U.S. 101 and SR-92 Interchange Caltrans has updated its upcoming nighttime ramp closures at the U.S. 101 and SR-92 interchange in San Mateo due to weather. Crews will be installing overhead signage and pouring concrete for bridge improvements as part of the U.S. 101–SR-92 Short-term Improvements Project. All work is weather-dependent and scheduled overnight to reduce daytime traffic impacts. Southbound U.S. 101 → Westbound SR-92 & Fashion Island Blvd Off-Ramp Closures 10 p.m. – 6 a.m. Through Friday, Feb. 20, and Monday, Feb. 23 to Friday, Feb. 27 Detour: Take the eastbound SR-92 off-ramp → exit at Mariners Island Blvd → right onto Mariners Island Blvd → left onto Fashion Island Blvd → right to merge onto westbound SR-92. This work is part of the $45 million U.S. 101–SR-92 Short-term Improvements Project, co-sponsored by the San Mateo County Transportation Authority and the City/County Association of Governments to improve traffic operations, enhance local access and support regional economic vitality. Drivers are encouraged to plan ahead and use Caltrans QuickMap for real-time traffic updates: quickmap.dot.ca.gov/ Caltrans thanks you for driving carefully in work zones and for your patience during construction. Community Development Take the Survey: Help Shape the Zoning Code Update The City is asking for your input on how to improve the Zoning Code to be more user friendly and update standards that guide how new buildings look, feel and fit into existing neighborhoods. Take the Zoning Code Update - Key Issues Survey through Monday, March 9, 2026. The City's Zoning Code is being updated to align with the recently adopted General Plan 2040 and 2023–2031 Housing Element. General Plan 2040 was adopted based on extensive community input, and established policies around important topics, like what kind of development is allowed where, updated housing densities and revised height limits. To support this discussion, we have published a series of white papers to provide context for the Zoning Code Update and support informed participation. This includes: . Public Works Reminder: Residential Parking Enforcement Resumes March 1, 2026 As a friendly reminder, enforcement of the Residential Parking Permit Program will resume on March 1. While parking regulations in permit-restricted areas were relaxed during the winter months, starting March 1, parking rules will once again be enforced. Vehicles parked in residential permit zones will need to display a valid permit or follow posted time limits. What You Can Do Now Check your permit to make sure it’s current and easy to see. Renew or apply on the Residential Parking Permits page if you need a permit. Give visitors a heads-up about parking rules in your neighborhood. Beginning March 1, vehicles without a valid permit or that don’t follow posted signs may receive a parking citation. Have Questions or Need a Permit? Share Feedback on the Future of El Camino Real The City of San Mateo invites community members to share feedback through an online survey as part of the Central El Camino Real Multimodal Plan, which is a planning project led by SamTrans and the cities of San Mateo, Belmont, San Carlos, and Redwood City focused on improving transportation and safety along an eight and a half-mile stretch of El Camino. The survey provides an opportunity to review design options for improving El Camino Real and share input that will help inform next steps as partner agencies work with Caltrans. Feedback will help shape potential improvements that better support people walking, biking, driving, and taking transit, while strengthening connections to downtowns, schools, businesses and transit stations. Share Your Input on Local Flooding Through the Storm Drain Master Plan Comment Map The City of San Mateo is inviting residents to share information about past flooding conditions through a new interactive public comment map, as part of the Storm Drain Master Plan. The map allows community members to submit location-based comments about where flooding has occurred, including the type of flooding observed, the date of the event, and any additional details. Residents are encouraged to upload photos or videos, if available. The tool is offered in both English and Spanish, and includes a short how-to video to guide users. Public input plays an important role in validating existing storm drain data and identifying areas where improvements may be needed. Resident feedback will help City staff better understand local flooding issues and prioritize future storm drain infrastructure projects.
