Click the Public Meeting Portal Link button below or here for the full City Council Agenda and Packet: Special Meeting, 5:30 p.m. Study Session Community Workforce Agreement for City Capital Projects - Seeking Council Direction Staff is seeking direction from the City Council on whether to enter into negotiations with the San Mateo County Building and Construction Trades Council for a Community Workforce Agreement. If so directed, staff is also seeking Council input regarding the type of agreement, agreement parameters, and guiding principles to consider upon entering into negotiations. Small Business Saturday - Proclamation Erica Wood, executive director of the San Mateo Area Chamber of Commerce, will accept a proclamation declaring Nov. 15, 2025 as “Small Business Saturday” in San Mateo. Public Hearing Housing Element Implementation – Tenant Protection Policies – Ordinance Introductions The City Council will consider an ordinance that will implement Council direction provided at the April 21, 2025 study session on the anti-displacement and tenant protection strategies tied to the City’s Housing Element Policy H 3.4. Staff will introduce an Ordinance adding Chapter 10.100 to Title 10 of the San Mateo Municipal Code to establish local regulations that extend AB 1482 provisions to tenants with a tenure of less than a year (11 months); and introduce an Ordinance amending Chapter 7.50 of the San Mateo Municipal Code which enhances the regulations that support tenants in units with unsafe living conditions; and find the ordinances exempt from further environmental review pursuant to California Environmental Quality Act (CEQA) Section 15061(b)(3)15183. Updates will also be provided on monitoring rental rates and evictions citywide, and plans for upcoming tenant and landlord education efforts. 430 Station Park Circle - Station Park Green Specific Area Plan Amendment (PA-2025-048) ​ The City Council will consider adopting a Resolution to approve the amendment to the Station Park Green Specific Plan and Design Guidelines to change the mix of floor area allowed for retail and office uses. They will also consider adoption of an addendum to the Initial Study/Mitigated Negative Declaration pursuant to California Environmental Quality Act Sections 15162 and 15164, based on the Findings for Approval and subject to the Conditions of Approval. Police Next Real Talk San Mateo Episode: Preventing Residential Burglaries and CPTED With the holidays approaching, we are focusing our next episode of Real Talk San Mateo on residential burglary prevention and "hardening our targets" through the principles of CPTED, Crime Prevention Through Environmental Design. According to the International CPTED Association, this multi-disciplinary approach to crime prevention uses urban and architectural design and the management of built and natural environments. CPTED strategies aim to reduce victimization, deter offender decisions that precede criminal acts, and build a sense of community among inhabitants so they can gain territorial control of areas, reduce crime, and minimize fear of crime. Recent wet weather serves as a great reminder to stay prepared for storm season! To help you do just that, the City of San Mateo has opened self-serve sandbag stations to help protect your home or business from potential flooding. Sandbag Locations:  Corp Yard: 1949 Pacific Blvd. Beresford Parking Lot: 2720 Alameda de las Pulgas Anchor Road / Bay Trail Parking Lot: Anchor Rd. at 3rd Ave. / J. Hart Clinton Dr. Sandbags are available now, while supplies last. Each vehicle may collect up to 10 sandbags — please bring proof of residency or property ownership. Don’t forget to bring your own shovel and a few heavy-duty trash bags in case supplies run low. Community Development Share Your Input for the City of San Mateo Community Needs Assessment for 2026-27 The Community Relations Commission will hold a public hearing for the Community Needs Assessment at its regular meeting on Nov. 19, 2025 at 7 p.m. in Conference Room C of San Mateo City Hall. The hearing is part of gathering community input to identify priorities for Community Development Block Grant (CDBG) funds in the areas of housing, community development, and public services in San Mateo. Community input is a part of developing the Annual Action Plan, which outlines the use of CDGB funds for the 2026-27 Program Year. Those interested in attending may join us in-person or online via Zoom. An agenda and instructions on how to join the meeting will also be posted a week before the meeting in the Public Meeting Portal. Join the Discussion: Anti-Displacement & Tenant Protections — Nov. 17, 2025 On Nov. 17, 2025 at 7 p.m., the City Council will hold a public hearing to consider adoption of ordinances to implement Council direction provided at the April 21, 2025 study session on anti-displacement and tenant protection issues. During that study session, City Council prioritized establishment of an emergency rental assistance program and improving code requirements that support for tenants in units with unsafe living conditions. City Council also provided direction to develop a policy extending AB 1482 provisions to include relocation assistance for no-fault evictions for tenants with a tenure of less than a year (11 months) and the right-to-return to substantially rehabilitated or demolished units. An emergency rental assistance program was adopted by City Council on July 28, 2025. This program will serve low-income San Mateo residents experiencing financial challenges to prevent evictions and displacement. Thrive San Mateo Stay Safe This Season with Holiday Fire Safety Tips The winter holidays are one of the busiest times of year for home fires, especially from cooking, candles, space heaters, and electrical decorations. As you prepare your home for Thanksgiving and beyond, the San Mateo Consolidated Fire Department is encouraging all residents to make fire safety part of their seasonal routine. A few quick reminders: Never leave cooking or stovetops unattended — cooking remains the #1 cause of home fires. Check holiday lights and extension cords for fraying or broken bulbs before using them. Keep candles and space heaters at least 3 feet from anything flammable. Water live trees daily and keep them away from fireplaces and heaters. Test your smoke alarms and carbon monoxide detectors, and replace batteries if needed. Know where a properly functioning fire extinguisher is located. Let’s keep the season bright — and safe. See additional tips from the National Fire Protection Association below.
