Special Meeting 6 p.m. Study Session Planning Commission Vacancy - Direction The City Council will consider options for filling an unscheduled vacancy on the Planning Commission following the recent resignation of a newly appointed commissioner. Closed Session Conference with Labor Negotiators and Existing litigations The City Council will convene to closed session for a Conference with Labor Negotiators for IEDA Consultant Employee organization: San Mateo Safety Management Association (SMSMA). Additionally, the Council will review four (4) existing litigations. Regular Meeting, 7 p.m. Ceremonial Juneteenth - Proclamation ReThink Waste “Trash to Art” Contest Winners — Recognition I Voted Sticker Winners — Recognition New Business Tracking Survey Results for the Potential Sales Tax Measure for November 2026 - Informational The City Council will receive a presentation from the City's consultant, True North Research, regarding the potential sales tax measure tracking survey results.  Public Hearing New Multi-Family Residential Development (PA-2025-063) — Approval The City Council will consider approval of a new seven-story, multi-family residential development at 220 W. 20th Avenue. The proposed project includes 232 rental units, with 31 Below Market Rate affordable units, along with parking, open space amenities, pedestrian improvements and a new public plaza. Fiscal Year 2026-27 Budget, Capital Improvement Program, Gann Limit, and FY 25-26 Budget Adjustments - Approval The City Council will review and consider adopting the City’s FY 2026–27 Operating and Capital Budgets, the Five-Year 2026–31 Capital Improvement Program, the Gann Appropriations Limit and FY 25-26 year-end budget adjustments. The proposed Citywide budget totals $356.3 million and includes continued funding for City operations and capital projects. Agendas & Public Meeting Minutes 101st Airborne Letter Writing There's still time to send a letter to our active-duty soldiers of the 101st Airborne. The City Clerk's Office invites community members to send a personal note of encouragement and gratitude to our troops. A few thoughtful words can make a meaningful difference. Letters will be collected through Monday, June 15. Public Works 2026 Women in Engineering Storytime Join us on June 20, from 10:30-11:30 a.m. in the Oak Room at the San Mateo Main Library for a free family event featuring storytime, hands-on activities, giveaways and an opportunity to learn about engineering, public works, and the vehicles and equipment that help serve our community. This event is our second annual Women in Engineering Story Time event, co-hosted by the Public Works and Library Departments. Pedestrian Safety Updates at 17th Avenue and El Camino Real Beginning June 1, changes were made to the traffic signal at 17th Avenue and El Camino Real to improve safety for all users. The City of San Mateo has partnered with Caltrans to implement immediate-term improvements amidst growing concerns about safety at this intersection.  The updated signal timing adds an exclusive east-west pedestrian phase. This fully separates pedestrian crossings from vehicle movements during the walk cycle and reduces the likelihood of serious collisions. Prioritizing Safety Drivers can expect ongoing longer wait times with this safety improvement, particularly in the southbound direction on El Camino Real and the westbound direction on 17th Avenue. We believe your safety is worth the time! Community Development Climate Adaptation Plan for Sea Level Rise In 2024, the City received a Caltrans Sustainable Transportation Planning Grant to prepare a Climate Adaptation Plan for Sea Level Rise. The plan will satisfy new state and regional requirements, including Senate Bill 272 and the Bay Area's Regional Shoreline Adaptation Plan (RSAP), by serving as the City's Subregional Shoreline Adaptation Plan. San Mateo is among the first agencies in the region to formally initiate a planning effort to align with the RSAP requirements. The project team completed an Existing Conditions Report that documents current conditions along San Mateo's shoreline, as required by the RSAP Guidance. The report provides a foundation for the City's Shoreline Adaptation Plan by identifying existing plans and policies, describing shoreline and habitat conditions, and evaluating the people, infrastructure, services and land uses that may be vulnerable to sea level rise and coastal flooding. Proposed Zoning Code Amendments To support implementation of General Plan 2040, the City is proposing amendments to the Zoning Code to establish new zoning standards to support the General Plan's high density residential and mixed-use land use designations. These new regulations will establish clear and objective standards for permitted uses, development form, density and intensity. The proposed ordinance also includes various minor amendment and clean-ups to ensure clarity within the code, support General Plan policies and correct existing inconsistencies. This work is part of the City's Larger Comprehensive Zoning Code Update Effort. A public hearing before the Planning Commission is scheduled for Tuesday, June 23, and a public hearing before the City Council is tentatively scheduled for Monday, July 20. Residential Districts represent a significant portion of the City's land and cover a diverse range of housing options. Topics discussed included how to streamline the permitting process, development standards, public notification requirements and how to incentivize on-site parking. This update effort is ongoing and the public is encouraged to visit the Strive San Mateo website to learn more and provide input on how the City's Zoning Code should be updated.
