Apply Here City Clerk's Office City Council Actions at August 18 Meeting The following items were discussed by the San Mateo City Council on August 18, 2025. Full meeting Minutes are approved in subsequent Council meetings and can be viewed and are searchable on the Agendas & Minutes Public Portal below. Study Session, 5:30 p.m. Revenue Enhancement Options — Informational The City Council considered several General Fund revenue enhancement options, many of which will require a ballot measure, and provided staff with direction on which options to move forward for additional consideration. The Council asked staff to further investigate two revenue enhancements including a transaction and use tax (TUT) on top of the regular sales tax of .25%, similar to Measure S, to help offset the City's operating budget deficits, and a voter-approved General Obligation Bond, which would authorize the City to sell bonds based on a levy or tax on real and personal property within the City limits. A General Obligation Bond could help fund future infrastructure improvements within the City. Regular Meeting, 7 p.m. Ceremonial: College of San Mateo Softball Championship – Recognition The CSM Bulldogs Softball team were recognized by the City Council for their 2025 3C2A Softball State Championship victory. 101st Airborne – Recognition Linda Patterson received commendations for her decades of service and support to the 101st Airborne Adopted Unit program. Mayor's Quarterly Hero Award - Sue Lempert Former Mayor Sue Lempert, was recognized for her years of service to the City of San Mateo. Karen Huang, Finance Director – Recognition The City Council shared their appreciation and said goodbye to San Mateo's outgoing Finance Director, Karen Huang. Old Business Train Quiet Zone Project Status Update The City Council received a staff presentation on the status of the Train Quiet Zone implementation efforts and provided direction. The Council supported the following: Closure of both Villa Terrace and East Bellevue Ave railroad crossings to secure a Train Horn Quiet Zone and provide increased safety. Securing Section 130 funding for the Villa Terrace closure from CPUC and Caltrans and pursuing additional Section 130 funding for the East Bellevue Avenue closure Utilizing local funding (General Fund or other appropriate sources) to support improvements if outside funding opportunities are not available New Business City Council Appointments to External Agencies and Liaison Roles — Amendment The City Council reviewed and provided direction to amend the Council Appointments list for 2025 to add a liaison to the San Mateo Police Activities League. Agendas & Minutes Public Meeting Portal Community Development Study Session - Accessory Dwelling Unit (ADU) Ordinance Updates The Planning Commission will receive a presentation from staff and provide direction on how to proceed with updates to the City’s ADU Ordinance on August 26, 2025. Planning staff is in the process of drafting amendments to the City’s ADU Ordinance to address comments from the Department of Housing and Community Development (HCD) to align with State Law, consistent with Housing Element implementation actions. The proposed updates to the ADU Ordinance will address all comments provided by HCD, as well as introduce some additional changes initiated by staff to improve local requirements and align with community needs. Public Works Community Workshop #2: Humboldt Bike Lane Alternatives on August 25, 2025 Join us for the second of three Humboldt Street Bike Lane Alternatives community workshops exploring the future of bike lanes, pedestrian safety, and street lighting in the North Central neighborhood on Humboldt, Fremont, and Idaho streets. At this meeting we will seek community feedback on safe walking and biking design concepts for Idaho and Fremont Streets. Central Park Playground Project Construction Road Work Notice for Sept. 8-12 The City’s contractor, Suarez and Munoz Construction, Inc. will be installing a new underground sewer line for the playground’s new restroom between East 5th Ave and 9th Avenue, causing temporary road closures of El Camino Real. Work may occur during daytime or nighttime hours and will be completed as quickly as possible. Please use caution while in the area, stay focused and abide by all posted signage. Trail Closure at Laurelwood/Sugarloaf Park The City of Belmont's Salson Trail Culvert Replacement Project will begin this week and will affect trail access from Laurelwood/Sugarloaf Park. The project will repair the failed culvert and fire access road along the trail at Salson Creek ahead of winter. Salson Trail, approximately 150 feet of the E Laurel Creek Access, will be closed and impassable for 6-8 weeks of construction. Please plan your route accordingly. Finance Update City Welcomes New Finance Director The City of San Mateo has appointed Abby Veeser as its new Finance Director. Veeser brings more than 25 years of municipal government experience and most recently served as the City’s Deputy Director of Finance. In her new role, she will manage the Finance Department, including overseeing the City’s $272 million annual operating budget, five-year Capital Improvement Program, and core financial services that support the community and City operations. Call (650) 839-1447 Caltrans Announces Overnight Ramp Closures SB US 101 at SR-92 Tonight Caltrans recently announced overnight closures of the southbound U.S. 101 off-ramps at SR-92 and Fashion Island Boulevard in San Mateo. The ramps, which were closed last night, will also be will closed tonight, Friday, August 22. The ramps will be closed so that crews can safely install temporary concrete barriers, known as K-rails. Motorists are advised to expect delays and allow extra time for their commute. Changeable message signs (CMS) and detour signs will be posted. Please drive with caution. Detour information: Southbound U.S. 101 to Fashion Island Boulevard will be closed from 8 p.m. to 5 a.m. • Exit at Hillsdale Boulevard and turn left onto Hillsdale Boulevard. • Proceed to Norfolk Street and turn left. • Continue to reach Fashion Island Boulevard. Southbound U.S. 101 to eastbound or westbound SR-92 will be closed from 10 p.m. to 5 a.m. • Exit at Hillsdale Boulevard and take eastbound Hillsdale Boulevard. • Take loop to northbound U.S. 101. • From northbound U.S. 101, follow signs to SR-92 in desired direction. New Way to Access Fashion Island Blvd from SB U.S. 101 Coming this Saturday Caltrans will be implementing a change to the Fashion Island Blvd. off-ramp from southbound U.S. 101. Currently, drivers take eastbound SR-92 to access Fashion Island Blvd., but starting on Saturday morning, August 23, motorists will follow westbound SR-92, in the direction of Half Moon Bay, to access the off-ramp. This new roadway configuration is a permanent change in the San Mateo/Foster City area. This change is part of the $45M U.S. 101- SR-92 Short-term Improvements Project that is co-sponsored by the San Mateo County Transportation Authority and City/County Association of Governments. The project will bring operational improvements, enhancement to local access, and promotion of economic vitality to the region. All work is weather dependent. Please drive with caution.
