State Accepts Fremont’s 2025 General Plan Annual Progress Report
The State has accepted Fremont’s 2025 General Plan Annual Progress Report (APR), which the Fremont City Council received on March 10, 2026. State law requires jurisdictions to submit this annual report summarizing how they are meeting their goals for planning and building housing in accordance with their General Plan and Housing Element. Fremont’s *General Plan [ http://fremont.gov/generalplan ]* outlines the City’s long‑term vision for development, and the *2023–2031 Housing Element [ http://fremont.gov/housingelement ] *serves as the comprehensive roadmap for guiding housing development.
The APR outlines Fremont’s progress toward meeting its Regional Housing Needs Allocation (RHNA)—the City’s assigned share of the region’s housing production needs—for all income levels through 2031. Fremont must plan for nearly 13,000 new homes between 2023 and 2031, including more than 7,000 affordable units. The APR tracks annual progress toward these targets and highlights the actions the City is taking to support housing development.
Now that the State has accepted Fremont’s APR, the data will be posted on the State’s *Housing Element Implementation and APR Dashboard [ https://www.hcd.ca.gov/housing-open-data-tools/apr-dashboard ]*, an online tool that allows the public to view data by jurisdiction or county.
Ensuring housing production at all income levels is essential to addressing statewide challenges related to housing supply and affordability. While Fremont has established a regulatory framework that supports housing construction, external factors such as unfavorable market conditions and high construction costs continue to limit development activity. Because the City does not build housing itself, private developers play a significant role, and current economic conditions are affecting their ability to move projects forward.
The City views the APR process as an important way to maintain transparency and track progress toward long‑term housing objectives.

Get Prepared and Get Involved! Join us for the Fire Department’s Spring 2026 Community Emergency Response Team (CERT) Basic Training. The training will take place:

CERT is a free, 20-hour training program for Fremont residents who are at least 18 years old. Learn how to prepare for and prevent emergencies at home, while developing hands-on disaster skills to help others. In a major disaster, such as an earthquake, CERT Volunteers organize into neighborhood-based teams and use their life-saving skills to help their neighbors and community.

Recap from Charter Advisory Committee Meeting #3 held on Monday, April 6, 2026
The City of Fremont’s (City) Charter Advisory Committee (CAC) held its third meeting on Monday, April 6, 2026, at 5:00 pm, lasting approximately three hours. Six committee members were present, with one committee member absent. City staff provided a presentation to the CAC on the questionnaire form distributed to committee members on Friday, April 3, 2026. The questionnaire form can be found in the City’s Agenda Center, and it was initially published alongside the *April 6 CAC meeting agenda* [ https://www.fremont.gov/home/showpublisheddocument?id=20164 ] on Friday, April 3, 2026.
The meeting agenda originally included a City staff presentation on sample charter language, but it was withdrawn by the CAC during the meeting. However, the original *slides* [ https://www.fremont.gov/home/showpublisheddocument?id=20174 ] prepared by City staff for that topic were published alongside the meeting agenda on Friday, April 3, 2026.
The CAC received public comments from attendees following the presentation, followed by CAC deliberation on (1) governance structures and (2) executive roles, which were topics established by the City Council in its Charter Work Plan. The CAC will resume its deliberation at its next meeting on April 13, 2026.
As a general reminder, the charter work plan adopted by the City Council at its March 3, 2026, meeting includes the following topics:
* *Government structure*: Form of government, council authority, meeting structure, and council voting.
* *Executive roles*: Executive authority and appointment/hiring authority.
* *Council compensation and office support*: Council salary, staffing options, and budget consideration.
* *Term Limits*: Council term limits and mayor term limits.

Coyote Hills/Alameda Creek Trail Repaving Project Underway
As part of its ongoing efforts to improve trail surfaces and visitor safety throughout the park system, the East Bay Regional Park District is repaving a section of the Bayview Trail at *Coyote Hills Regional Park* [ https://www.ebparks.org/parks/coyote-hills ] and *Alameda Creek Regional Trail* [ https://www.ebparks.org/trails/interpark/alameda-creek ] from April 6-17. The project will also affect connecting trail segments along Alameda Creek Regional Trail.
During construction, all other areas of Coyote Hills Regional Park and Alameda Creek Regional Trail will remain open, and amenities such as staging areas and the visitor center will continue to be accessible. Electronic signboards are currently in place to notify visitors of the upcoming closure, and any schedule changes will be shared both in the park and online.
This project is funded through EBRPD’s Infrastructure Renovation and Replacement funds.
