City of Fremont Sharing Information about FUSD Developer Fees

The Fremont Unified School District (FUSD) [ https://fremontunified.org/ ] has adopted an increase to its statutory Level 1 school impact (developer) fees [ https://fremontunified.org/about/business-services/accounting-services/developer-fees-faq/ ]. This change applies to all residential and commercial/industrial development projects within the District boundaries. The new fees will go into effect on May 24, 2026.


* Residential: $5.38 per square foot (previously $5.17)
* Commercial/Industrial: $0.87 per square foot (previously $0.84)
* Commercial/Industrial Self-Storage (Rental): $0.14 per square foot

The Level 1 school impact fees apply to owners or developers who are undertaking projects within the FUSD. The fee is based on the current rate when the Certificate of Compliance is presented to the City of Fremont’s Community Development Department [ https://www.fremont.gov/government/departments/community-development ]. Residential additions or accessory dwelling units (ADUs) totaling 500 square feet or less are exempt; however, if multiple projects together exceed 500 square feet, the exemption no longer applies. For additions or ADUs greater than 500 square feet, the fee is assessed on the entire area of the addition. Before a building permit can be issued, all relevant projects must secure a paid Certificate of Compliance from the FUSD.
