2026 State of the City Address Available to Watch

Thank you to everyone who attended the City of Mountain View's second annual State of the City Address! Over 150 community members enjoyed the free civic event, which was held on Tuesday, May 19, at the Mountain View Community Center.
At the 2026 State of the City, the Mayor provided highlights of how the City is working in tandem with the community to improve the quality of Mountain View’s streets and roads, develop more affordable housing, build a more sustainable environment, expand City parks and open spaces, grow the local economy, and be a “Community for All.” The event also provided opportunities for residents to get more civically engaged through volunteering.
The State of the City was streamed live and is currently available to view on the City’s YouTube channel [ https://www.youtube.com/live/S1q0fT5Gg2I?si=AHL-qbX6nSR1FTl5 ]. In addition, it will be broadcast at a later date on Mountain View City Television, which is available on Comcast cable channel 28, and AT&T U-verse channel 99.
Full Water Services Restored to Cuesta Park Area Neighborhood

On Tuesday, May 19, boil water restrictions were lifted for the remaining 21 homes impacted by a water main contamination breach, north of Cuesta Park.
The City of Mountain View, in coordination with the California State Water Resources Control Board, lifted the “Boil Water” notice for these homes.
Earlier this month, boil water restrictions were lifted for 46 of the original 67 homes impacted by the Cuesta water main breach.
The water main breach involved a private contractor that was hired by the City. The April 24 incident concerned a contamination breach with some cement slurry mix coming into contact with a live water main.

Public Review for Updated Final Draft
Parks and Recreation Strategic Plan
Cuesta Playground
The final designed draft of the Parks and Recreation Strategic Plan was posted for public review on May 12. The City Council will consider adoption of the Plan later this month.
The Plan reflects extensive community engagement, technical analysis, and direction provided by the Council and Parks and Recreation Commission throughout the planning process and at a Council study session.
Updates in the final draft include defining and strengthening the focus on expanding parks and open space in underserved Planning Areas, further emphasizing the importance of biodiversity and tree canopy, and finding near-term opportunities to enhance existing parks citywide. The Plan also emphasizes the role of parks, as part of the City of Mountain View’s broader natural environment, and aligns with related City initiatives, including the forthcoming Biodiversity and Urban Forest Plan.

First Community Meeting for Thompson Park
Thompson Park
Planning efforts have begun for Thompson Park, a new 0.43-acre mini park at the properties at 538 Thompson Ave. and 2231 W. Middlefield Road. The project will provide additional park and open space in the Monta Loma neighborhood. The City of Mountain View will host the first community meeting to provide an overview of the project and invite input on the desired park amenities.

R3 Zoning District Update Draft
Environmental Impact Report
R3 Zoning District
The City of Mountain View's Draft Environmental Impact Report (DEIR) for the R3 Zoning District Update is now available for public review and comment.
The project involves the creation of several subdistricts under the R3 zoning designation and amendments to additional existing zoning districts to support multi-family housing development by aligning development standards with intended densities. The R-3 Zoning Update could result in up to 16,000 net new dwelling units being constructed throughout Mountain View.
The City of Mountain View is accepting comments on the DEIR during the required 45-day public review and comment period, which ends on *Monday, June 29*. The document is available in print format for public review at the following locations during their respective business hours:

Water Meter Upgrade and Field Survey

The City of Mountain View is preparing to upgrade existing water meters with new smart meters. Smart meters provide real-time access to your water usage data, so you can spot trends, catch leaks early, and take control of your bill. Beyond customer benefits, smart meters improve how the City operates by eliminating manual meter reading and providing real-time information about system water use.
As a first step, the City is conducting a field survey of meter boxes and lids in our service area.
*During the visit, the surveyor will:*
* Locate and inspect the water meter box and lid at your property.
* Photograph the meter box area (exterior and interior of the box).
* Record observations using a mobile data collection application.
*No home access is required. *You do not need to be present. The survey is brief and conducted entirely at the meter box, which is typically located near the curb or sidewalk.
