R3 Zoning District Update Draft
Environmental Impact Report
R3 Zoning District
The City of Mountain View's Draft Environmental Impact Report (DEIR) for the R3 Zoning District Update is available for public review and comment.
The project involves the creation of several subdistricts under the R3 zoning designation and amendments to additional existing zoning districts to support multi-family housing development by aligning development standards with intended densities. The R-3 Zoning Update could result in up to 16,000 net new dwelling units being constructed throughout Mountain View.
The City of Mountain View is accepting comments on the DEIR during the required 45-day public review and comment period, which ends on *Monday, June 29*. The document is available in print format for public review at the following locations during their respective business hours:
* City of Mountain View Community Development Department, 500 Castro St., First Floor
* Mountain View Public Library, 585 Franklin St.
A full copy of the DEIR and all Project documents can be found at MountainView.gov/R3ZoningUpdate [ https://www.mountainview.gov/r3zoningupdate ].
Invasive Beetle Detected in Mountain View
Shothole Borer Trap
In May, City of Mountain View staff observed a Sycamore tree, located in the Rex Manor area, exhibiting symptoms consistent with the invasive shothole borer, a beetle species that has caused significant tree mortality in communities throughout California, and was most recently identified in Sunnyvale. The shothole borer is a very small beetle that tunnels into trees and introduces a fungal disease that disrupts the tree’s vascular system, ultimately killing the tree.
To protect Mountain View's urban forest, the City removed the tree and is developing a comprehensive management plan, including trapping and monitoring, to minimize the potential impact of this pest on treesver the next several years. The picture above shows the trapping device that will be placed in key areas throughout Mountain View. Contact the City if you see damage to a trap at trees@mountainview.gov or 650-903-6273.
Visit the City's shothole borer webpage [ https://www.mountainview.gov/our-city/departments/community-services/urban-forest/invasive-shothole-borer ] to learn more.

Limited-Time Electric Water Heater Rebates
Electric Water Heater
Mountain View residents can receive $5,000 back after upgrading their gas water heater to a heat pump water heater. With a single application, homeowners can reserve the City of Mountain View’s limited-time $2,000 rebate and Silicon Valley Clean Energy’s (SVCE) $3,000 rebate. After June 30, SVCE’s rebate drops back to $2,500. Additional financial support is available for income-qualified residents.
To reserve a rebate today [ https://siliconvalleycleanenergy.my.site.com/GUPortal/eo3__portalcustomerapplication?currentstep=24FFHRMR.01a&nextStep=1&pid=a12Hu0000065a2zIAA&pctxt=SVCE&_gl=1*10smg5i*_gcl_au*NDc0MjMyMzAzLjE3NjQ4OTE4OTguMTg2MjQyMzY2NC4xNzY5OTk4ODE5LjE3Njk5OTg4MTk.*_ga*MjI0OTcxOTA1LjE2NjYxMzM3MzA.*_ga_S5VW766YYM*czE3NzAyNzgwNzQkbzIyMyRnMSR0MTc3MDI3ODEwNCRqMzAkbDAkaDA. ], residents need three pieces of information:
• Their PG&E account number,
• A photo of their existing water heater
• Their existing water heater’s capacity (size, in gallons)
Switching from gas to electric can save approximately $200 per year on energy costs, improve indoor air quality, reduce home fire risk, reduce climate impacts from carbon emissions, and prepare for upcoming Bay Area Air District rules, which will stop the sale of gas water heaters.
Ongoing program updates are available on the City’s Year of the Water Heater webpage [ https://www.mountainview.gov/our-city/departments/city-manager-s-office/sustainability-and-resiliency/water-heater ], and SVCE rebate information is available on SVCE's rebate website [ https://ehub.svcleanenergy.org/incentives ].
Recology Service Day Change for Old Mountain View
Recology Trash Truck
Starting on Tuesday, July 7, approximately 450 residents in the Old Mountain View area will have their trash collection day move from Thursday to Tuesday. This change is part
of Recology’s efforts to maintain efficiency and good customer service for all Mountain View residents by redistributing the recent increase in new customers to the Thursday route.
Affected residents will receive a notification letter from Recology in June outlining the change in collection days for trash, recycling, and composting services. Recology will also make multiple calls leading up to the effective date to remind residents of the change. Recology will ensure that all carts are serviced the week of the change. Residents can contact Recology if they believe they were missed in the pickup.
Recology’s trash collection schedule webpage [ https://www.recology.com/recology-mountain-view/collection-calendar/ ] is available to all Mountain View customers to enter their service address and view their pick-up days, including the every-other-week recycling collection dates.
For questions or concerns, contact Recology Mountain View Customer Service at ContactUsRMV@Recology.com or 650-967-3034.
