Leaf Blower and Building Energy Efficiency Ordinances Coming to City Council on March 2 Two proposed ordinances related to gas-powered leaf blowers and building energy efficiency will be introduced at the March 2, 2026 City Council meeting. One ordinance would prohibit the use of gas-powered leaf blowers to help reduce greenhouse gas emissions and improve local air quality. The second ordinance would update local building energy efficiency requirements for certain building upgrades and renovations to support the City’s Climate Action Plan goals. These items were previously scheduled for the Feb. 2 City Council meeting and have been rescheduled to March 2. Residents are encouraged to review the proposed ordinances and provide public comment at the March 2 meeting. City Clerk's Office Jan. 26 City Council Meeting Preview: Council Returns to City Hall Chambers Special Location Notice: After a temporary closure of Council Chambers for construction and AV system upgrades, the Special and Regular City Council meetings will return to San Mateo City Hall Council Chambers, located at 330 W. 20th Ave, on Jan. 26. The following items will be discussed by the San Mateo City Council on Monday, Jan. 26, 2026. View the City Council Agenda and Packet in the Public Meeting Portal. Special Meeting, 6 p.m. Study Session Storm Drain Master Plan - Informational Update The City Council will receive an update on the City’s Storm Drain Master Plan efforts and provide feedback. No formal action will be taken at this time. Staff is seeking general feedback on the overall Storm Drain Master Plan update, as well as on funding for minor, localized ponding and the City’s approach to managing stormwater runoff and future climate impacts in coordination with private development projects. Staff will incorporate this feedback into the Storm Drain Master Plan and anticipates presenting a final draft to the Sustainability & Infrastructure Commission and the City Council for formal adoption in summer 2026. Throughout the spring, staff will conduct community outreach and gather public input. Regular Meeting, 7 p.m. Ceremonial Age-Friendly Business Certification — Recognition The City Council will recognize San Mateo businesses and organizations that have recently earned the City's Age-Friendly Business Certification for their ongoing commitment to fostering age-friendly inclusivity. Public Hearing Accessory Dwelling Unit Ordinance - Zoning Code Amendments – Ordinance Introduction Staff will introduce an ordinance to amend San Mateo Municipal Code Chapter 27.19, "Accessory Dwelling Unit and Junior Accessory Dwelling Unit – Residential Zones," to align with current state law. The proposed changes address feedback from the California Department of Housing and Community Development (HCD) to ensure compliance with State ADU law, and also include updates to better meet local needs and improve ordinance functionality. If approved, the ordinance will return to the Council for a second reading and adoption, and will become effective 30 days after adoption. Old Business Historic Policy Effort – Update on Draft Historic Policies and Council Direction The City Council will hold a study session to receive a presentation on the Draft Citywide Historic Context Statement and Draft Historic Preservation Ordinance updates, hear public comment, and provide direction to staff on next steps, including revisions to the draft policy documents and the timeline for scheduling public hearings. No formal action will be taken at this time. Updates to the Historic Preservation Ordinance will include revisions to align with statewide best practices, the General Plan 2040, and community input. All community feedback gathered at this study session and through other outreach events will be considered before the final drafts of the ordinance and context statement are presented to the Planning Commission and City Council in March and April 2026. Agendas & Minutes Public Meeting Portal You're Invited to City Council's Annual Goal Setting Meeting on Feb. 7 Each year, the City Council holds a special Goal Setting meeting to help shape priorities for the upcoming fiscal year. This year’s Blue Sky Goal Setting Workshop will take place on Saturday, Feb. 7, at the College of San Mateo, and the community is encouraged to attend. Location: College of San Mateo, 1700 West Hillsdale Blvd. College Heights Conference Room Building 10, Room 468 The morning will begin with an informal coffee gathering at 8:30 a.m., followed by the Council workshop at 9 a.m. The multi-step process starts with a review of current Council priorities and a discussion of potential new priorities proposed by Council members. The Council will reconvene in March for a study session focused on the proposed Strategic Plan and required resources for the new fiscal year, with final consideration and potential adoption scheduled for April. Public Works Peninsula & Delaware Intersection Improvements Community Meetings - Jan. 29 and Feb. 3 The Peninsula Avenue and Delaware Street Intersection Improvements Project aims to improve safety and access for people traveling through the intersection, which has been identified as a Tier 1 priority intersection for safety improvements as part of the City of San Mateo’s Local Roadway and Safety Plan. This project may include implementation of the following improvements: Improved traffic signal visibility & hardware Addition of left-turn arrows for signals High-visibility crosswalks New pedestrian ramps Curb extensions Consideration of sidewalk repair where needed Construction is anticipated to start in summer 2026. Samaritan House is now accepting applications for the Dr. Cora Clemons Emerging Young Samaritan Award. Named after their founder, this $2,000 award honors a student who demonstrates exceptional compassion and service to our community. The deadline to nominate someone is midnight on Monday, Jan. 26, 2026. Learn About E-Bike Safety at Assemblymember Diane Papan’s Community Forum Have questions about e-bike safety? Want to understand how state lawmakers help shape the rules around e-bike use? Assemblymember Diane Papan invites community members to attend a free E-bike Community Forum focused on education, safety and public dialogue. Local stakeholders will share insights on e-bike use, regulation and best practices for keeping riders and pedestrians safe. How Community Connections Can Improve Well-Being "How Centering Systems and Education in Place Can Improve Our Well-Being" features a special talk by Matt Biggar, Ph.D., who will discuss his new book, "Connected to Place: Regenerating Nature, Community, and Local Economies," and lead a panel discussion with local education leaders. In addition, City representatives will explain the statewide "6 Neighbors" campaign, which emphasizes the benefits of knowing your neighbors. Admission is free, but pre-registration is required. The talk takes place Feb. 4 from 7 to 8:30 p.m. at Burlingame Community Center. The event is co-hosted by City of San Mateo partners such as San Mateo County Office of Education, Thrive Alliance of Nonprofits for San Mateo County, Sustainable San Mateo County, Citizens Environmental Council and Burlingame's Department of Parks and Recreation. Through the San Mateo Public Library and San Mateo County Libraries, residents can access valuable support programs that function like mentoring, such as job search assistance, resume workshops and volunteer opportunities. The San Mateo Public Library also offers Tech Help @ Main program, providing occasional advice about tech devices and computer software. You can also check out the similar Tech Help @ Hillsdale Branch. Beyond the library, Friends for Youth connects adult volunteers with young people through one-to-one and group mentoring relationships. Jobs for Youth provides career-focused mentoring to help young people prepare for work and build long-term skills. The NAMI Peer Pals Program features trained peer mentors in recovery supporting individuals on their recovery journey. The BUILD Business Team Coach program connects volunteers with student business teams to provide guidance and real‑world support. Another key community resource is PAL’s Place at the Dr. Martin Luther King Jr. Community Center, a safe and supportive after-school drop-in space for teens, where they can connect with mentors, get help with homework and more.
