Charter City [ https://www.fremont.gov/government/charter-city-initiative ]
First Public Hearing Held on June 2 for Charter City Initiative

On Tuesday evening, the Fremont City Council held its first public hearing to consider becoming a Charter city, which, if approved, would appear on the November 3, 2026, election ballot for Fremont voters’ consideration.

During the meeting, the City Council reviewed and discussed the Charter Advisory Committee's (CAC) recommendations and provided additional input for inclusion in the draft Charter.  The revised draft will be available in advance of the second public hearing, scheduled for July 7, 2026.

Community members are encouraged to review the *Charter City* [ https://www.fremont.gov/government/charter-city-initiative ] meeting videos and presentations online and attend the upcoming City Council meetings to learn more about the proposed changes and participate in the discussion. 

Upcoming meetings:

* Public Hearing #2 - July 7, 2026, at 7:00 p.m., during the regularly scheduled City Council meeting.
* Final Meeting - July 28, 2026, at 7:00 p.m., Special City Council meeting tentatively scheduled for consideration of ballot placement.

Upcoming Council Budget Public Hearings and Budget Adoption

At the *May 12, 2026, City Council Meeting* [ https://www.fremont.gov/Home/Components/FlexAgendaCenter/AgendaCenter/544/608?widgetId=4797 ], City staff presented the *Fiscal Year 2026/2027 Proposed Operating Budget* [ https://www.fremont.gov/government/departments/finance/financial-reports#docaccess-cea25c4a80fdb6349d3bcf89fd8d70d8 ] to the Council. The first public hearing by the Council was on June 2, and the second public hearing and budget adoption by the Council are on June 9. Happy Pride Month! We’re honored to display the Pride Month flag outside City Hall in June.

The Fremont City Council adopted a ceremonial flag policy to commemorate special observances. The policy sets clear criteria for selecting ceremonial flags and establishes a yearly rotation of observances. Save the Date: America 250 Drone Show

In celebration of America’s 250th Anniversary, the City of Fremont and Fremont Bank are proud to present a special Drone Show on July 2, 2026, at the Central Park Performance Pavilion.

Held in conjunction with the City of Fremont’s Summer Concert Series, the evening will conclude with a coordinated aerial drone display over Lake Elizabeth beginning at approximately 9:00 pm. This free community event is open to residents and visitors of all ages and serves as a unique opportunity to celebrate our nation’s milestone anniversary in an unforgettable way.

Additional event information, including parking, viewing locations, and event logistics, will be available approximately two weeks prior to the event.

Returning to Central Park: Pedal Boat Rentals & The Launch Snack Bar

The City of Fremont is pleased to announce the return of pedal boat rentals at Lake Elizabeth beginning June 2, 2026. Limited pedal boat rentals will be available daily from 12:00 pm to 5:00 pm throughout the summer, offering the community a fun way to enjoy Central Park from the water.

Pedal boat rentals are available at The Launch Snack Bar, located near the Lions Picnic Area and the Central Park Visitor Center. Visitors can also enjoy a selection of snacks, beverages, and refreshing treats while spending time at the park. The Launch Snack Bar will be open daily from 12:00 pm to 5:00 pm throughout the summer season.

Fremont Businesses Transitioning to 100% Renewable Energy [ https://avaenergy.org/fremont? ]
Fremont Businesses Transitioning to 100% Renewable Energy

This August, Fremont continues its transition to 100% renewable energy! To support Fremont’s *Climate Action Plan goals [ https://fremont.gov/climateactionplan ]*, the City Council voted in June 2024 to set Renewable 100 as the default electricity service plan for all customers of *Ava Community Energy (Ava) [ https://avaenergy.org/ ]*. Ava is a local, not-for-profit public agency that has served Fremont residents and businesses since 2018. Ava generates electricity, and PG&E delivers it. City facilities made the switch to Ava’s Renewable 100 plan in 2022, residential customers followed in 2025, and commercial customers are set to transition this August.

The current default electricity service plan for commercial customers is Ava’s Bright Choice plan, offering over 60% renewable energy at lower rates than PG&E. Ava’s Renewable 100 plan will supply 100% renewable energy at a small premium (1¾ cents per kWh above PG&E rates). For an average small business in Fremont, the change to Renewable 100 will cost about $25-$30 more per month for electricity generation.

With this transition, Fremont businesses will continue to have the same choices for electricity generation service: Renewable 100, Bright Choice (priced 0.5% below PG&E rates), or PG&E generation. No action is needed to transition to Renewable 100. If a business does not want to transition to Renewable 100, they can remain on Bright Choice or choose PG&E generation. To choose their plan, businesses can visit *AvaEnergy.org/Fremont [ https://avaenergy.org/fremont ]* or call Ava’s customer support team at 833-699-3223 (weekdays 9:00 am to 5:00 pm). Businesses should choose their plan by July 23 if they do not want to transition to Renewable 100.

Ava will walk through what the transition to Renewable 100 means for businesses, including what's changing, what it costs, and what to do to stay on their current plan. Fremont-Decoto Land Development Plan: Webpage Updates and New Online Survey

The City is in the planning stage of the *Fremont-Decoto Land Development Plan (LDP) [ https://city.fremont.gov/fremontdecotoldp ]*. This effort implements the City’s *2023–2031 Housing Element [ https://fremont.gov/housingelement ]* and requires the redevelopment of the City-owned site at 4178–4268 Decoto Road into a residential development that includes affordable housing.

In the current planning stage, the City is analyzing the ways to accommodate a redevelopment that maximizes the production of much needed housing, provides community benefits, and satisfies City priorities and state law. This planning stage includes opportunities for community outreach and engagement.

An informational community meeting was held on May 27, 2026. The exhibits presented at the meeting are now available on the *project webpage [ https://city.fremont.gov/fremontdecotoldp ]*. Those interested in learning more about the project are encouraged to review those materials. Another informational community meeting is planned for this fall. Details will be available later this summer.
