As state actions and the loss of federal support place added pressure on local services, it is becoming more challenging to maintain the high standards our community expects and deserves.

To plan responsibly for the future, the City is beginning a strategic planning process now to help guide decisions about essential services, including fire and police protection, emergency response, street and park maintenance, youth and senior programs, and homelessness services.

New Law, New Habits:
Navigating New Plastic Bag Law

California is phasing out plastic carryout bags with its new law, Senate Bill 1053. Many stores are no longer allowed to provide plastic carryout bags at checkout—including the thicker plastic bags previously permitted. This law helps reduce plastic pollution and protect the environment.

While moving away from plastic is a great start, we encourage Fremont residents to bring their own reusable bags when shopping. You can reuse the bags you've been given or bring your own favorites. Reusing what you already have is a simple way to reduce waste in our community and help promote a climate-ready Fremont.

New year, new habits—make the switch to reusable bags today!

Reminder: If you still have plastic bags at home, please remember that they do not belong in your blue recycling cart. To ensure proper processing and avoid equipment issues at recycling facilities, all plastic bags should be placed in your black garbage cart.
Ava Bike Electric: Fremont’s Impact So Far

Since launching in July 2025, the Ava Bike Electric Program (https://avaenergy.org/go-electric/e-bikes/bike-electric/) has helped Fremont residents choose a cleaner, more affordable way to get around by offering rebates for electric bikes (e-bikes). Through this program, Ava Community Energy (Ava) (https://avaenergy.org/) —Fremont’s electricity provider—is offering residents the opportunity to enter random drawings for chances to save on a new e-bike.

In just a few months, the program is already making a meaningful local impact. Here's what’s happening in Fremont:
* More than 1,000 residents have been approved to participate.
* Over 200 e-bikes have already been purchased using program rebates.
* Nearly half of those purchases were made by residents who are income-qualified, meaning they meet income guidelines and may qualify for additional financial assistance to help make their e-bike more affordable.

These results show that the program is not only popular but also expanding access to clean transportation for households who can benefit the most. By replacing short car trips with e-bike rides, residents are saving money, reducing emissions, and making everyday travel easier and more sustainable.

Save Water, Save Money:
ACWD’s New Water Savings Center

Making water-smart upgrades just got a lot easier! The Alameda County Water District (ACWD) (https://www.acwd.org/) has launched the Water Savings Center (https://watersavingscenter.acwd.org/) , a new online portal where residents and businesses can explore rebates, apply online, and track their applications—all in one place.

Whether you’re improving your yard or upgrading irrigation, the Water Savings Center connects customers with programs that make conservation simple and affordable.

Popular rebates available through the portal include:
* Rain Barrel Rebate: Install a rain barrel to capture and reuse rainwater for your garden and landscaping, reducing outdoor water use while making every drop of rainfall count.
* Landscape and Irrigation Improvement Incentives: Install smart controllers, efficient sprinkler nozzles, and other upgrades that help reduce outdoor water waste.

These programs help customers conserve water, lower utility bills, and build resilience during dry seasons.

Planting Seeds of Sustainability

Last fall, the City's Urban Forestry Division (https://www.fremont.gov/government/departments/urban-forestry) partnered with the Fremont Unified School District (FUSD) (https://fremontunified.org/) and Urban Forest Friends (https://www.urbanforestfriends.org/) to host hands-on tree-planting events at Azevada, Mattos, and Vallejo Mill Elementary Schools. Together with volunteers and school staff, the team planted more than 341 new trees, helping to enhance school campuses and strengthen Fremont’s urban tree canopy. Students also learned about the importance of trees, environmental stewardship, and how caring for their surroundings supports a healthier community.

As part of this tree planting work, students are leading a project in collaboration with teachers to monitor soil moisture at Fremont schools using instruments and data collection. This effort promotes water conservation, enhances long-term tree health, and teaches students that environmental stewardship extends beyond planting. It demonstrates how proper ongoing tree care can lead to a thriving urban tree canopy and a climate-ready future for Fremont.

The tree plantings were funded by a grant from CAL FIRE (https://www.fire.ca.gov/) .

Ready for some football? As you huddle with friends and family for the big game, remember that the planet needs a win too. Be the MVP of your party by executing a recycling and composting game plan!
* The Best Defense: Block waste from the landfill by tossing empty cans and bottles in the blue recycling cart.
* A Powerful Offense: Score points for the planet by tossing food scraps and food-soiled paper—like pizza boxes, paper plates, and napkins—in the green compost cart.

In this game, every play matters. Thanks for being a key player in helping to create a climate-ready Fremont. We make a great team!
