The City is considering several reach code options that impact cooling upgrade projects and renovations of 1,000 square feet or more in single family, townhomes and duplexes. These requirements help reduce carbon emissions in our buildings and result in more efficient buildings. Visit the City’s Reach Codes web page to learn more. Join the conversation! The City will host community meetings on Wednesday, Oct. 1 at the Main Library and on Thursday, Oct. 23 at the Bayside Academy. City Clerk's Office Sept. 15 City Council Actions The following items were discussed by the San Mateo City Council on Sept. 15, 2025. Full meeting minutes are approved in subsequent Council meetings, and can be viewed and searched on the City's Agendas & Minutes Public Meeting Portal: Special Meeting, 5:30 p.m. Street Vending: Current Regulations, Enforcement Challenges, and Policy Options — Presentation The City Council received a staff presentation, heard public comments, and provided direction to staff on policy options for responding to complaints and enforcing regulations related to street vendors. Council directed staff to explore options to enhance enforcement using existing rules and regulations (Option 2), including: Enhance the enforcement of 72-hour parking rule by Parking Enforcement; Investigate ways to improve compliance with business tax certificate (license) requirements; Strengthen collaboration and communication with County Health regarding food vendor permits. Additionally, Council directed staff to explore language to include in the upcoming development of the state legislative platform in support of greater ability for cities to enforce their own food vending ordinance (Option 4). Staff will provide periodic updates to the Council on implementation of their direction. Regular Meeting, 7 p.m. Ceremonial: Domestic Violence Awareness Month – Proclamation The City proclaimed October 2025 as Domestic Violence Awareness Month, joining communities across the county in raising awareness and supporting survivors. Domestic violence affects more than one in three women, one in four men, and one in two transgender individuals, with marginalized groups facing even greater risks. Locally, CORA (Community Overcoming Relationship Abuse) delivered more than 10,000 critical services last year, provided over $1 million in direct client assistance, offered emergency and longer-term housing for hundreds of adults and children, supported more than 600 individuals through therapy, and responded to over 2,000 legal assistance requests. The City reaffirms its commitment to ending intimate partner violence and ensuring survivors have access to safety, advocacy, and healing. Fallen Heroes Award – Recognition Park and Recreation Director Joanne Magrini, on behalf of the City, accepted an Award of Merit issued to the City and recognized members of the Fallen Heroes Memorial Committee for their collaboration and effectiveness in delivering the memorial to the San Mateo community. Suicide Prevention Month – Proclamation The City Council recognized September as Suicide Prevention Month with a proclamation dedicated to raising awareness, promoting mental health, and encouraging open conversations. By shining a light on the importance of prevention, support, and connection, we honor those we’ve lost, uplift survivors, and remind every resident that help is always within reach. Old Business 19th Avenue / Fashion Island Boulevard Multimodal Improvement Project - Informational Update The City Council received an informational update on the initial design plans for the 19th Avenue / Fashion Island Boulevard Multimodal Improvement Project and provided feedback about the proposed design and outreach efforts. No specific actions were taken. Staff presented key project details and background, highlighting existing conditions and planned improvements, project funding, and a traffic analysis. Staff also provided information on recent outreach efforts made to inform the community about the project and collect feedback on the design, including a workshop held at Nueva School and an online survey this past July. Staff also provided information about continuing stakeholder engagement for the project as well as the next community meeting scheduled for Nov. 5 at 6:30 p.m. at College Park Elementary School in the Fiesta Gardens Neighborhood. Council offered feedback regarding bike network gaps, parking changes, and congestion surrounding the project area. Public Hearing  Consolidated Annual Progress and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) 2024-2025 Program Year - Adoption The City Council received a presentation and posed questions to staff. Council adopted the 2024-2025 Consolidated Annual Progress and Evaluation Report (CAPER) and directed staff to submit it to the United States Department of Housing and Urban Development (HUD). Agendas & Minutes Public Meeting Portal Community Development Tenant and Landlord Informational Workshops: Oct. 8 & 22 Project Sentinel will be hosting a series of free informational workshops for tenants and landlords. These workshops will provide information about local and state rules governing tenant and landlord issues.
