City Clerk's Office Updates June 2 City Council Actions The following items were discussed by the San Mateo City Council on June 2, 2025. Full meeting Minutes are approved in subsequent Council meetings. Approved Minutes can be viewed on the Public Portal and searchable on the City's Legislative Record portal. Study Session, 5:30 p.m. Historic Policy Update Effort and Preservation Ordinance — Update The City Council held a study session to receive public input and provide direction on the City’s Historic Policy Update Effort. This Policy Effort will update the City’s Historic Preservation Ordinance and develop a Citywide Historic Context Statement. Following public comments and discussion, the Council provided staff with the following direction: Proceed with drafting updates to the Historic Preservation Ordinance to identify the enabling authority, establish a reviewing body (the Community Relations Commission), provide procedures for designation or resources, recognize the economic effects of designation, describe appeals and enforcement provisions and include a set of concise definitions. The criteria for a local historic designation should conform to the California Register of Historical Resources (CRHR) requirements, with exploration of potential additional criteria to acknowledge the city’s unique history and development. The Historic Preservation Ordinance should include a process to designate historic districts locally, with a requirement that at least a majority of the affected properties provide support/consent in order for the designation to move forward. The Historic Preservation Ordinance should include affirmative/expressed owner consent for all local historic designations. Regular Meeting, 7 p.m. Ceremonial Mayor’s Quarterly Award – Dana Stoehr and San Mateo County Fair – Proclamation Building Safety Appreciation Month – Proclamation Older Americans’ Month – Proclamation Consent Calendar Boards and Commission Appointment Subcommittee — Appointment Recommendations The City Council proudly recognized both newly appointed and reappointed members of our City Boards, Commissions, and Committees. The City Clerk administered the Oath of Office, and each appointee received their official certificate of appointment. New Business 2025 Transportation Program Annual Review — Progress Update Staff provided an overview of the City’s various transportation-related programs, including active transportation, vehicle congestion management, parking management, and safety. Staff also highlighted all the components that make up the City’s transportation network and challenges facing the City toward achieving its long-term transportation objectives. Public Hearing Fiscal Year 2025-26 Proposed Budget and 2025-30 Capital Improvement Program – Review The City Council reviewed the proposed Fiscal Year 2025–26 budget, which totals $333.5 million for operations and capital improvements. The proposed budget was developed in the context of ongoing financial challenges, including economic uncertainty related to tariffs, high interest rates, inflation, and aging infrastructure. While the City's General Fund currently has healthy reserves to cover the projected $15.2 million deficit, relying on reserves to balance the budget is not a sustainable long-term strategy. To address this, City staff continue to refine the financial sustainability plan focused on narrowing the structural deficit and identifying long-term solutions. As part of this effort, the City is also considering a potential revenue measure to support critical infrastructure needs and maintain service levels. An Ad Hoc Revenue Ballot Measure Committee, consisting of Council Members Fernandez and Cwirko-Godycki has been formed to consider future funding options. Visit the Public Meeting Portal Parks and Recreation Join Mobile Recreation on June 11 Don't miss Mobile Recreation on Wednesday, June 11 from 4 p.m. to 6:00 p.m. in Bay Meadows Park to say Aloha to summer with hula hoop relays, a tropical scavenger hunt, lawn games and a free class demo by Dragonfly Designs (while supplies last)! Jr. Giants Opening Day on June 7 On Saturday, June 7, 2025, from 8 a.m. to 12 p.m. the San Mateo Police Activities League (PAL) and the San Francisco Giants Community Fund will host Junior Giants Opening Day at Shoreview Recreation Center and Park. This event marks the start of the Junior Giants baseball season and will welcome over 550 local families for a day of team-building and celebration. Families can pick up uniforms and gear, meet coaches and teammates, and take scheduled team photos. At 10 a.m, an Opening Ceremony will feature remarks from San Mateo’s Chief of Police and the Parks and Recreation Director, followed by a ceremonial first pitch. The day also includes a Wiffle Ball Home Run Contest with San Mateo Police Department members to encourage fun, positive engagement with youth. The Junior Giants program, offered free to the community, emphasizes character development and life skills like leadership and teamwork.
