City Clerk's Office June 1 City Council Meeting Preview The following items will be discussed by the San Mateo City Council on Monday, June 1, 2026. Special Meeting 5:30 p.m. Study Session Closed Sessions - Conference with Labor Negotiators The City Council will convene to closed session for Conference with Labor Negotiators for Service Employees International Union (SEIU) and San Mateo Safety Management Association (SMSMA). Climate Action Plan - Progress Report The City Council will receive an annual progress report on the City’s Climate Action Plan, which outlines efforts to reduce greenhouse gas emissions through building electrification, clean transportation, renewable energy, solid waste reduction, water conservation and other sustainability measures. The report highlights progress made in 2025, including the adoption of the Electrify San Mateo Sustainable Building Strategy, reach code updates, solar carports at Beresford Park Recreation Center, electric vehicle infrastructure planning, green fleet purchases and the transition toward electric leaf blowers. Electric Vehicle Charging for Multifamily Property Owners - Informational The City Council will receive an informational report on efforts to expand equitable access to electric vehicle charging in San Mateo. The report highlights strategies and partnerships focused on multifamily housing, public charging access and Peninsula Clean Energy’s EV Ready Program. Staff will also share research on curbside charging. Regular Meeting, 7 p.m. Ceremonial Pride Month - Proclamation Older Americans Month - Proclamation San Mateo-Foster City School District - Presentation Old Business 2026 Transportation Program Annual Review — Progress Update The City Council will receive the 2026 Transportation Program Annual Review, which provides an update on the City’s transportation plans, projects and key performance metrics. The report covers progress in four main areas: roadway safety, active transportation, vehicle congestion management and parking. Highlights include safety improvements, bike and pedestrian projects, traffic signal upgrades, parking program modernization, and data on collisions, traffic volumes, bicycle infrastructure, sidewalks, and downtown parking usage. Public Hearing Fiscal Year 2026-27 Proposed Budget and 2026-31 Capital Improvement Program – Review The City Council will hold the first of two public hearings to review the proposed Fiscal Year 2026-27 Budget and 2026-31 Capital Improvement Program. The report also highlights the City’s General Fund, Sewer Fund, personnel updates, capital investments, and ongoing financial sustainability efforts as the City continues planning for long-term service and infrastructure needs. Old Business Senate Bill 707 (Brown Act Amendments): Technology Disruption Policy and Public Outreach and Interpretation Policy - Adoption The City Council will consider adopting a Technology Disruption Policy and a Resolution related to Public Outreach and Interpretation Assistance practices to comply with Senate Bill 707, which updates the Brown Act to enhance public access, participation and transparency in local government meetings. The item also includes an overview of new requirements such as expanded remote participation, agenda translation into applicable languages and increased outreach to underrepresented communities. These actions formalize the City’s approach to meeting new state requirements while maintaining accessible and inclusive public meetings. Send Letters to the 101st Airborne We thank our community members who paid their respects to our fallen heroes at the Memorial Day Wreath Laying Ceremony in Central Park on May 25. We are also deeply grateful to the volunteers who helped us assemble 130 care packages and wrote letters to active-duty troops of the City's adopted military unit, the 101st Airborne. How to Write a Letter to our 101st Troops The City Clerk's Office invites you to express your appreciation in a personal note to the 101st Airborne. Your words of encouragement mean a lot to those who work hard each day in service of our country. Learn how to draft and prepare a letter to our troops. Letters can be brought to City Hall to the City Clerk's Office counter during regular business hours, or mailed to 330 W. 20th Ave (c/o "City Clerk"). Letters will be collected through June 15. Write a Letter to Our Troops Public Works Pedestrian Safety Updates Coming to 17th Avenue and El Camino Real June 1 Beginning June 1, changes will be made to the traffic signal at 17th Avenue and El Camino Real to improve safety for all users. The City of San Mateo has partnered with Caltrans to implement immediate-term improvements amidst growing concerns about safety at this intersection.  The updated signal timing will add an exclusive east-west pedestrian phase. This fully separates pedestrian crossings from vehicle movements during the walk cycle and reduces the likelihood of serious collisions. Prioritizing Safety Drivers can expect longer wait times with this safety improvement, particularly in the southbound direction on El Camino Real and westbound direction on 17th Avenue. We believe your safety is worth the time! New Opportunity to Volunteer for the City of San Mateo The City of San Mateo has launched a new volunteer program to engage qualified volunteers with an interest in local government and public service to assist with the City's day-to-day operations.  This is an excellent opportunity for people entering the workforce and wanting to gain new skills, experienced individuals seeking to lend their skills to the community, and anyone in between who is looking for a rewarding and flexible volunteer opportunity. The Administrative Volunteer Program will match qualified volunteers with a City department or project in need of support with tasks such as office upkeep, event and meeting set-up, customer service help, graphic design, and more. Volunteers should expect a time commitment of six or more hours per week for a minimum of six weeks. This opportunity is open to community members of all professional and educational backgrounds. We want to hear from you about how the City can improve the Zoning Code to support the community’s long-term vision for San Mateo's built environment. What's a Zoning Code?  A zoning code implements the City's General Plan by creating a greater level of specificity about what can be constructed where, property rules and regulations, and the processes that need to be followed. About the Zoning Code Update The City is updating the Zoning Code to align with the recently adopted General Plan 2040 and 2023–2031 Housing Element. General Plan 2040 was based on the vision of the community, and established regulations about important topics, like what kind of development is allowed where, heights, and densities. June 9, 2026 Planning Commission Study Session The Planning Commission will hold a study session on Tuesday, June 9th at 6:00 pm to receive community feedback and discuss the rules and regulations for single-family neighborhoods and multi-family residential developement. No final decisions will be made at this meeting. The study session will be held in-person at the City Hall Council Chambers and remotely via Zoom.
