The 2025 City Services Academy gives you a rare chance to peek behind the curtain and see how San Mateo’s departments work together to keep our community thriving. Applications are open now—but spots are limited and filling fast! The City Services Academy is a comprehensive, hands-on learning experience that gives participants the opportunity to interact with City staff and learn about the challenges facing municipal government today. Participants will take part in case studies, site tours, class discussions, and hands-on experiences. They will also have opportunities to meet with the City Manager, Community Development Director, Police Chief, Public Works Director, City Librarian, Parks and Recreation Director, and a member of our City Council to learn about the City day-to-day operations, and how it implements new programs. City Services Academy is free to all participants. Participants must be sixteen or older, live or work in the City of San Mateo, and have an interest in City government. Meetings will be held Wednesday evenings, 6-9 p.m. from August 20 through Nov. 12 (excluding Sept. 24 and Oct. 1). The Academy will be held at different locations throughout the course of the program. To receive an application by mail/email, or for more information, please contact Laurie Strange at 650-522-7019 or lstrange@cityofsanmateo.org. Applications are due by August 6, 2025. Class size is limited, so apply now! Once we are at capacity, we will no longer accept applications for the 2025 City Services Academy. Those not selected for the current Academy will be considered for subsequent academies. City Clerk's Office City Council Actions at July 28 Meeting The following items were discussed by the San Mateo City Council on July 28, 2025. Full meeting Minutes are approved in subsequent Council meetings and can be viewed on the Public Portal below and are searchable on the City's Legislative Records portal. Study Session, 5:30 p.m. City Council Rules and Procedures – Updates The City Council received a presentation and considered changes to the City Council's Rules and Procedures. Council provided direction on the proposed amendments: Council Member event attendance framework Presentation materials/organized presentation policy Authorizing the City Manager to adjust the agenda order Cost control policy for individual council members Legislative Committee amendments to enable legislative platform The amended Rules and Procedures will be brought before the City Council for final adoption on August 18. Regular Meeting, 7 p.m. Ceremonial Park and Recreation Month – Proclamation Marie Silva, Deputy Director of Parks and Recreation, and City staff received a proclamation celebrating Park and Recreation Month. Disability Pride Month – Proclamation Executive Director for the Center of Independence of Individuals with Disabilities, Ligia Andrade Zúñiga, and Programs Manager, Rebecca Berry, received a proclamation recognizing Disability Pride Month. Rethink Waste 2025 Trash to Art Contest Winners - Recognition Reyna Oceguera, RethinkWaste Environmental Education Associate, introduced the "Trash to Art" contest winners: Mac S., 4th grade, The Carey School Hanya L., 5th grade, College Park Elementary School New Business Emergency Rental Assistance Program - Adoption and Agreement The City Council adopted a Resolution to establish an Emergency Rental Assistance Program, appropriate $168,000 from the Low and Moderate Income Asset Fund for Fiscal Year 2025-26, approve an agreement with Samaritan House to administer the program, and authorize the City Manager to execute the agreement in substantially the form presented. Old Business Amendment to Contribution Limits for City Candidate Campaigns – Ordinance Introduction and Public Financing Briefing The Council received an informational briefing on Public Financing of City Candidate Campaigns and considered introducing an Ordinance to amend San Mateo Municipal Code Chapter 2.80: "Contributions and Loans to City Candidate Campaigns" to adjust contribution limits for individuals to $1,000, thereby aligning with organizational contribution limits, link future contribution limits adjustments to the CPI, and enhance incentives for participation in the voluntary expenditure limits program, all in accordance with Council direction. The Council approved the staff recommendation as presented. Additionally, the Council deliberated public financing of candidate campaigns and no action was taken to proceed with implementation at this time. Public Meeting Portal Home Runs & Handshakes: Welcoming Toyonaka’s Youth Baseball Team This week, San Mateo is hosting guests from our Sister City, Toyonaka, Japan, as part of our long-standing Youth Baseball Exchange tradition! Students from Toyonaka received a warm welcome from their host families and are spending the week playing ball and making memories. Organized by the San Mateo Sister City Association, this annual event brings together young athletes from both cities for a week of friendly baseball and international friendship. The public is invited to watch the games: Game 3: Friday, August 1 – 5:30 p.m. @ Los Prados South Games 4 & 5: Sunday, August 3 – Doubleheader (10 a.m. and 1 p.m.) @ Central Park Join us in cheering on these young athletes and celebrating the power of sports to build bridges between cultures. San Mateo and Toyonaka’s ongoing partnership is a testament to the enduring value of international cooperation and community spirit. Public Works Share Your Input at the August 4 Train Horn Quiet Zone Community Meeting The City of San Mateo invites you to attend a community meeting on the Train Horn Quiet Zone Program hosted by the Public Works Department. The meeting is on Monday, August 4, at 6:30 p.m. in the Dr. Martin Luther King Jr. Center, located at 725 Monte Diablo Avenue, San Mateo CA 94401. Modifications to the railroad crossings at Villa Terrace and East Bellevue Avenue are being proposed as part of the Train Quiet Zone implementation. The proposed changes include closing Villa Terrace and either closing Bellevue Avenue or extending its medians. Both options would affect the surrounding neighborhood, including changes to parking availability, traffic routing, and other related impacts. Staff are gathering community feedback in advance of presenting on this topic to City Council on August 18, 2025. NO DECISIONS WILL BE MADE AT THIS MEETING. Starting the week of August 18, 2025, a portion of the course (second hole, adjacent to N. Bayshore Blvd.) will be temporarily closed due to a well drilling project essential for improving irrigation and sustainability.
