Governance and Organizational Modifications - Governance and Modifications As Follow-Up From Charter City Initiative

At a special meeting on July 28, 2026, the City Council opted to defer consideration of a City charter to a future election. As part of that decision, the City Council directed City staff to return with a list of items from the draft City charter that could be considered and/or adopted through existing legislative and administrative authority under the City’s current general law structure. On September 1, 2026, during the regularly scheduled City Council meeting, staff returned to review a proposed timeline and receive direction on which items to bring back. The discussion concluded per the following timeline:

*September 2026* – A draft ordinance will introduce an increase to City Council salary as currently authorized in the Fremont Municipal Code, and a draft resolution to increase City Council health benefits as authorized under state law.

*October 2026* – A staff report and introduction of a draft ordinance authorizing the City Council to confirm the City Manager’s appointments of City department heads.

*November 2026* - Draft resolution amending the City Council Handbook to authorize the Mayor to place items on the City Council agenda and to amend the Council vacancy procedure.

September is National Senior Center Month [ https://www.fremont.gov/government/departments/human-services/age-well-centers?utm_medium=email&utm_source=govdelivery ]
Celebrate National Senior Center Month at the Age Well Centers

Each year, National Senior Center Month reminds us of the importance of staying healthy, independent, and connected as we age. It’s a time to celebrate the places that support older adults in living full, active lives. Our local Age Well Centers do exactly that.

The Age Well Centers offer a welcoming space for everyone. Here older adults can enjoy programs, health services, cultural groups, meals, and opportunities to build friendships. Whether someone wants to learn something new, stay active, or simply spend time with others, the Centers provide many ways to connect and feel part of a community.

This month, we encourage you to take part in the celebration. Visit one of our Age Well Centers or any senior center in the Tri City area. Your participation helps support a strong, healthy, and engaged community.

Celebrate National Senior Center Month. Stop by, join in, and age well with us.
