Find Out More About the Citywide Yard Sale City Services Academy Applications Due Aug. 5 We are now accepting applications for San Mateo's 2026 City Services Academy. The City Services Academy is a comprehensive, hands-on learning experience that gives participants the opportunity to interact with City staff and learn about the challenges facing municipal government today. Participants will take part in case studies, site tours, class discussions and hands-on experiences. They will also have opportunities to meet with the City Manager, department directors and a member of City Council to learn about the City's day-to-day operations and how it implements new programs. City Services Academy is free to all participants. Participants must be 16 or older, live or work in the City of San Mateo, and have an interest in city government. Meetings will be held Wednesday evenings, 6 to 9 p.m., from Aug. 19 through Nov. 4 (excluding Sept. 30). Learn More About the City Services Academy City Clerk's Office July 20 City Council Meeting Summary The following items were discussed by the San Mateo City Council on Monday, July 20: Special Meeting 5:30 p.m. Public Hearing High-Density Mixed-Use and Multi-Family Districts, and Zoning Code Updates — Ordinance Introduction This item was rescheduled for a future meeting. Regular Meeting 7 p.m. Ceremonial  Parks & Recreation Appreciation Month — Proclamation The City Council proclaimed July as Parks & Recreation Appreciation Month, recognizing the vital role the department plays in enhancing quality of life, supporting community wellbeing, and providing welcoming parks, programs and recreational opportunities for residents of all ages. Interim Parks & Recreation Director Marie Silva, joined by department staff, accepted the proclamation and shared a few remarks. Disability Pride Month — Proclamation The City Council proclaimed July as Disability Pride Month, recognizing the achievements, contributions, and experiences of people with disabilities and reaffirming the City’s commitment to accessibility, inclusion and equal opportunity. Ligia Andrade Zuniga, executive director of the Center for Independence of Individuals with Disabilities, and Raymond Juballa accepted the proclamation and shared a few remarks. Public Hearing Appeal of the Planning Commission Approval of a New Six-Story Multifamily Residential Development — Adoption Following presentations from City staff, the appellant and the applicant, as well as public comment, the City Council considered an appeal of the Planning Commission’s approval of a proposed six-story, 181-unit multifamily residential development at 715/723 North San Mateo Drive. Council discussion focused on parking, traffic circulation, pedestrian and bicycle safety, construction impacts, deliveries, trash collection and access to public transportation. The applicant also highlighted planned transportation demand measures, including transit passes, expanded bicycle parking and electric vehicle infrastructure. The Council voted 4-0 to deny the appeal and uphold the Planning Commission’s approval of the project. New Business Nov. 3, 2026 Election – Consideration of Placing a ¼-Cent Transactions and Use (Sales) Tax Measure on the Ballot – Ordinance Introduction The City Council voted 4-0 to place a ¼-cent local sales tax measure increase on the Nov. 3, 2026, ballot and introduced an ordinance establishing the supplemental tax. The measure would generate additional revenue to help maintain essential City services and help address the general fund’s structural budget deficit. Councilmembers emphasized that the proposal is one component of the City’s broader financial sustainability plan, which also includes controlling expenditures, freezing vacant positions, improving cost recovery, pursuing grants and expanding economic development opportunities. The Council also designated Deputy Mayor Nicole Fernandez and Councilmember Danielle Cwirko-Godycki to author and submit a ballot argument in support of the measure. San Mateo voters will ultimately decide whether to approve the measure in November. Public Hearing Nov. 3, 2026 Election – Placement of Charter Amendments on the Ballot The City Council voted 4-0 to place a measure on the Nov. 3, 2026, ballot proposing updates to the City Charter. The proposed revisions would reflect the City’s transition to district elections, update procedures for scheduling Council meetings and filling Council vacancies, and revise or remove other outdated provisions. The Council also designated Deputy Mayor Nicole Fernandez and Councilmember Danielle Cwirko-Godycki to author and submit a ballot argument in support of the measure. San Mateo voters will ultimately decide whether to approve the measure in November. Agendas & Minutes Public Meeting Portal City Accepting Applications for New Historic Resources Commission The City will begin accepting applications for the new Historic Resources Commission on Wednesday, July 29, at 5 p.m. Applications will remain open through Wednesday, Sept. 16, at 5 p.m. The Commission will implement San Mateo's Historic Preservation Ordinance and provide recommendations to the City Council on matters relating to historic landmark and district designations, historic property alterations and appeals. The Commission will also support updates to the Historic Building Survey, the development of a historic plaque program, the evaluation of preservation incentives and improvements to historic preservation enforcement. We're seeking community members who are passionate about local history, architecture, and historic preservation to serve as the Commission's five inaugural adult members. Two Youth Commissioner positions will also be available for students ages 13 to 17. Individuals with an interest in local history or experience in fields such as architectural history, planning, architecture, engineering, building rehabilitation or construction management are encouraged to apply. Following the completion of our Wastewater Treatment Plant upgrade, two refreshed public footpaths surrounding the facility are now fully reopened and ready for use. While these aren't brand-new routes, both paths have received major upgrades, including fresh paving, updated landscaping, and informative educational signage to enjoy along your route: West Side Path: Connects Dale Avenue to Detroit Drive, restoring convenient foot access to Seal Point Park. East Side Path: Connects Bayside Dog Park and Joinville Park to Detroit Drive, giving you a smooth, freshly paved path between two favorite local park spots. These path improvements are part of our effort to make essential infrastructure projects work better for the neighborhood, blending utility with updated community spaces. Community Development Downtown Pedestrian Mall Art Mural Cleaning and Resealing Scheduled for July 27-30 The Downtown Pedestrian Mall's Art Mural along B Street will be undergoing a scheduled cleaning and resealing to help preserve and extend the longevity of the artwork’s appearance. Cleaning will take place during the early morning hours of July 27 and 28 beginning at 5 a.m. and concluding prior to normal business operations in the downtown area. The resealing, which is being performed by the original artist, Rafael Blanco, will be conducted in the early morning hours of July 29 and July 30. The mural will be blocked off during this time to ensure it remains clean and to allow the sealant to cure. Access to the mural will reopen on the late afternoon of Thursday, July 30. Robert Loomis Paintings July 10-Aug. 21 | Main Library, First Floor | Art Gallery Robert Loomis is a local San Mateo painter known for his historical oil paintings and detailed line drawings depicting scenes of the city.
