Full meeting Minutes are approved in subsequent Council meetings and can be viewed and are searchable on the Agendas & Minutes Public Portal. Study Session, 5:30 p.m. Reach Codes for Cooling Upgrades and Planned Home Renovations, 2025 Code Cycle — Informational Council was presented with an overview of possible “reach codes” — local building standards that go beyond the State’s base code to improve energy efficiency and reduce carbon emissions — related to cooling upgrades and home renovation projects. The City Council reviewed four options for new reach codes and directed staff to prepare an ordinance for consideration. Council was in favor of these proposed reach code options: Cooling upgrade requirements for single-family homes, duplexes, and townhomes Cooling upgrade requirements for non-residential buildings FlexPath for Single Family Homes, Duplexes and Townhomes – A “FlexPath” is a flexible approach that allows homeowners doing major renovations to choose from a “menu” of energy-saving or electrification measures to reach a target score. This would apply only to large, elective home renovation or addition projects. The City Council was in favor of applying the ordinance to renovations of 1,000 square feet and greater, and projects would be required to achieve a target score of 12 points. Electric-readiness requirements for single-family homes, duplexes, and townhomes A proposed Ordinance will be introduced at a future City Council Meeting. Council requested the topic return for review in one year once additional data has been collected. Regular Meeting, 7 p.m.Ceremonial 50th Anniversary of the San Mateo Garden Center The City Council honored the San Mateo Garden Center's 50th anniversary. For fifty years, the Center has served as a cornerstone of horticultural education, environmental stewardship, and community engagement in San Mateo. United Against Hate - Proclamation The City Council issued a proclamation recognizing United Against Hate Week, a week-long initiative to increase civic engagement in support of standing up to hate and promoting safety and civility in our community. World Town Planning Day The City Council issued a proclamation recognizing World Town Planning Day on Nov. 8, celebrating how thoughtful planning enhances communities and improves quality of life worldwide. Public Hearing Hillsdale Mall Redevelopment Application — Informational The City Council received an overview of the Hillsdale Mall Redevelopment – a 32-acre Mixed-Use Housing Development Project​ (PA-2025-052) to be constructed at the current Hillsdale Shopping Center site. The City Council received public comments and provided early feedback and direction to the applicant and City staff. Staff presented several high-priority discussion topics for Council to consider: Project Timeline and Phasing Regional Shopping Center Designation and Community-Serving Commercial Services Pedestrian Connection to Hillsdale Caltrain Station Off-Street Parking Traffic and Circulation Site and Architectural Design Standards Environmental Review Council asked the applicant, HSC Property Owner, LLC, questions regarding land use and site flexibility, and discussed the balance between housing, office, and retail uses. Additionally, Council inquired about increasing the affordable housing units, the project’s fiscal impact to the City’s revenue and emergency response services, grocery and retail feasibility, and the general scaling between the proposed structures and the existing neighborhood. Council encouraged careful consideration of potential impacts construction may have on parking, traffic, and quality of life for nearby residents. Council also asked the applicant to further explore other public improvements such as strengthening the connection between the site and the Caltrain Station, improvements to the El Camino Real and 31st Ave intersection, enhancements to bike and pedestrian infrastructure in the area, and beautification and walkability of El Camino Real, as well as amenities such as on-site childcare and open space for City-led events. The Council also inquired about engaging local building unions and apprenticeship programs. The applicant shared a preliminary phasing plan, and Council emphasized the importance of phasing the construction of the residential components proportionally and concurrently with the nonresidential portions of the site. The Council members acknowledged the project will be a change to the area and urged the applicant to consider the highest quality of design. Public Works Caltrans Starting Roadway Improvements Soon Caltrans is set to initiate major roadway improvements on El Camino Real, beginning in Millbrae at Millbrae Avenue and extending through Burlingame to East Santa Inez Avenue in San Mateo. Phase 1 of the project, which includes tree removals and drainage improvements, is expected to begin in late December 2025 or early January 2026 and continue through May 2026. Starting in May 2026 and continuing through Spring 2029, Caltrans will begin major roadway and sidewalk reconstruction along various sections of El Camino Real. Roadway closures are anticipated during this period. The City has coordinated with Caltrans to develop traffic control and detour plans within San Mateo city limits to help minimize traffic impacts and inconvenience to motorists, residents, and the general public. The City will continue to provide regular updates on the status of construction. Recent wet weather serves as a great reminder to stay prepared for storm season! To help you do just that, the City of San Mateo has opened self-serve sandbag stations to help protect your home or business from potential flooding. Hart Clinton Dr. Sandbags are available now, while supplies last. Each vehicle may collect up to 10 sandbags — please bring proof of residency or property ownership. Don’t forget to bring your own shovel and a few heavy-duty trash bags in case supplies run low. Community Development Share Your Input for the City of San Mateo Community Needs Assessment for 2026-27 The Community Relations Commission will hold a public hearing for the Community Needs Assessment at its regular meeting on Nov. 19, 2025 at 7 p.m. in Conference Room C of San Mateo City Hall. The hearing is part of gathering community input to identify priorities for Community Development Block Grant (CDBG) funds in the areas of housing, community development, and public services in San Mateo. Community input is a part of developing the Annual Action Plan, which outlines the use of CDGB funds for the 2026-27 Program Year. Those interested in attending may join us in-person or online via Zoom. An agenda and instructions on how to join the meeting will also be posted a week before the meeting in the Public Meeting Portal. Join the Discussion: Anti-Displacement & Tenant Protections — Nov. 17, 2025 On Nov. 17, 2025 at 7 p.m., the City Council will hold a public hearing to consider adoption of ordinances to implement Council direction provided at the April 21, 2025 study session on anti-displacement and tenant protection issues. During that study session, City Council prioritized establishment of an emergency rental assistance program and improving code requirements that support for tenants in units with unsafe living conditions. City Council also provided direction to develop a policy extending AB 1482 provisions to include relocation assistance for no-fault evictions for tenants with a tenure of less than a year (11 months) and the right-to-return to substantially rehabilitated or demolished units. An emergency rental assistance program was adopted by City Council on July 28, 2025. This program will serve low-income San Mateo residents experiencing financial challenges to prevent evictions and displacement. Thrive San Mateo Supporting Neighbors Through the Shutdown: Local Food Resources & Ways to Help With the ongoing federal government shutdown delaying or reducing CalFresh (California’s SNAP) food assistance benefits, the City of San Mateo is reminding residents that immediate, local help is available. “Residents are feeling real stress as CalFresh benefits are disrupted,” said San Mateo Mayor Rob Newsom. “No one in our community should worry about going without food. Support is here, and we’re committed to connecting anyone in need with reliable local resources.” Residents seeking food assistance can contact Samaritan House, the City’s primary partner for emergency food programs. These programs help get food directly to families who are experiencing gaps in CalFresh benefits. You can also support the San Mateo County Edible Food Recovery Program, which helps rescue surplus food and share it with those who need it most. The program also keeps edible food out of landfills, reducing waste and supporting the County’s sustainability goals. Samaritan House, the City’s core food-assistance partner, also welcomes community support through donations, pantry stocking, food drives, and Mobile Meals volunteer opportunities. Every $1 helps create four meals, and donations made by November 30 will be matched 2:1, up to $100,000. Pantry donations can be dropped off Monday–Friday, 3:00–4:45 p.m., at 4031 Pacific Blvd. Another way to make a real difference is by volunteering with a food recovery organization near you. There are more than 26 organizations across the county that could use an extra set of hands.
