Reminder: Kick Off Big Game Weekend with San Mateo Sports Warm Up Tomorrow, Feb. 7 Get ready for the big game with San Mateo Sports Warm Up, taking place tomorrow, Feb. 7, from 1 to 3 p.m. in downtown San Mateo. This free, family-friendly community event will kick off Super Bowl weekend with interactive sports activities, including a meet-and-greet with players from the back-to-back State Champion College of San Mateo Bulldogs, hands-on games provided by San Mateo Parks & Recreation, and additional activations supported by community partners. The event is made possible through a partnership with Perform For Golf, with participation from the City of San Mateo, San Mateo Area Chamber of Commerce, College of San Mateo, and other local partners. PCE Locks in 10% Discount Amid Rising Energy Rates Peninsula Clean Energy is reducing electricity generation rates to continue providing a discount of 10% compared to PG&E. It continues a multi-year trend of providing generation rate relief amid other rising PG&E costs. Since 2016, Peninsula Clean Energy's discounted rates have kept $225 million in savings in the community. Find out more about how Peninsula Clean Energy’s generation rates help lower energy bills. Help Shape the Future of the San Mateo County Event Center with the Community Survey The City of San Mateo is supporting the San Mateo County Event Center as it begins a Master Plan study to explore options for modernizing and expanding its facilities — helping ensure the Event Center continues to serve the community and remain a leading event destination in the Bay Area. Residents, stakeholders and visitors are invited to share their input through a short, 10-minute San Mateo County Event Center Master Plan - Community Survey. Feedback will help guide long-term planning, future programming, and community priorities. The survey is available in English, Spanish, and Mandarin. City Clerk's Office Actions Taken at Feb. 2 City Council Meeting The following items were discussed by the San Mateo City Council on Feb. 2, 2026. Full meeting minutes are approved in subsequent Council meetings, and can be viewed and searched on the City's Agendas & Minutes Public Meeting Portal: Special Meeting, 6 p.m. Study Session  Draft 2026 City of San Mateo Legislative Platform – Direction The City Council received a presentation on the Draft 2026 City of San Mateo Legislative Platform. Council discussed the proposed platform and provided feedback and revisions for staff and the City’s consultant, CPPG (California Public Policy Group), to bring forward for adoption at a future Council meeting. Council provided feedback and considerations regarding: State policies that impact departmental operations. Major issues/projects/initiatives within the City that need to be considered or shared. Major policy areas of importance that CPPG should be monitoring more closely. Critical funding priorities for the City that CPPG should know more about. How CPPG can best support the City in its advocacy efforts. Council directed staff to make structural changes to the content and update the language to better define and emphasize the priority categories, including adding language reflecting the City’s positions on funding procurement, housing, transportation, small cell infrastructure and immigration. They also provided direction on the process. Staff and CPPG will bring the Legislative Platform back to the City Council under the Consent Calendar at a future meeting. The item will include both a redlined version as reference and a revised version for adoption. Regular Meeting, 7 p.m. Ceremonial Black History Month & NAACP San Mateo Branch Centennial Commemoration — Proclamations The City Council presented a Proclamation to NAACP - San Mateo, recognizing Black History Month and the branch's 100th anniversary. We thank the NAACP for the essential work they do to fight injustice and systemic racism. New Business Humboldt Bike Lanes Alternative — Update The City Council received a presentation from staff on efforts to explore potential alternatives to a portion of the Humboldt Street bike lanes. The City Council received public comment and provided the following direction to staff regarding how to address community concerns about safety and the loss of parking on Humboldt Street: The Council was in favor of a new alternative, which: Keeps the existing Class II bike lanes on Humboldt Street. Considers increased speeding enforcement in North Central. Considers increased parking enforcement in North Central, especially for abandoned vehicles. Advances exploration of a Residential Parking Permit Program (RPPP) in North Central, with emphasis for parking provided to residents on Humboldt Street. Includes exploration of a rideshare pilot program for residents on Humboldt Street, until the RPPP can be implemented. Adds streetlighting upgrades on Humboldt Street, Idaho Street and Fremont Street. Implements traffic calming measures on Humboldt Street. Evaluates a new one-way street concept for Humboldt Street, through a high-level feasibility evaluation and community outreach. In addition, Council asked staff to incorporate findings from the bike boulevard concept designs into future bicycle planning and infrastructure projects. Council will consider appropriating funding for implementation of the various components of the directed action at a future meeting. Agendas & Minutes Public Meeting Portal Community Partner News and Events PG&E Night Work Planned at Peninsula Avenue and N. Humboldt Street PG&E will conduct overnight utility work near the intersection of Peninsula Avenue and North Humboldt Street from Feb. 9–13, 9 p.m. to 5 a.m. Crews will be trenching and installing conduit as part of infrastructure improvements in coordination with Caltrans. Motorists may experience temporary nighttime traffic impacts in the area, though access for first responders will be maintained. Please use caution when traveling near the work zone and allow extra time for late-night trips. Explore Careers at the Apprenticeship and Internship Fair on Feb. 26 Looking for a new career opportunity? Need to earn while you learn? San Mateo Union High School District is hosting an Apprenticeship and Opportunity Fair on Feb. 26 to connect with recruiters from programs all over the Bay Area. The fair takes place 11:30 a.m. to 1:30 p.m. and 6-7:30 p.m. at San Mateo Adult Career Education, 789 East Poplar in San Mateo. The event is open to the community but preregistration or onsite registration is required. Jobseekers can sign up in advance on the Apprenticeship and Internship Fair registration webpage. Public Works Share Feedback to Help Shape El Camino Real Improvements To help improve transportation and safety along State Route 82, the City of San Mateo invites community members to share feedback through the Central El Camino Real Multimodal Plan Survey. Led by SamTrans in partnership with the cities of San Mateo, Belmont, San Carlos, and Redwood City, the plan focuses on improving mobility and safety along an 8.5-mile stretch of El Camino Real. The survey provides an opportunity to review proposed design options and share input that will help guide next steps as partner agencies coordinate with Caltrans. Community feedback will help shape potential improvements that better support people walking, biking, driving and taking transit — while strengthening connections to downtowns, schools, businesses, and transit stations. Share Your Input on Local Flooding Through the Storm Drain Master Plan Comment Map The City of San Mateo is inviting residents to share information about past flooding conditions through a new interactive public comment map, as part of the Storm Drain Master Plan. The map allows community members to submit location-based comments about where flooding has occurred, including the type of flooding observed, the date of the event, and any additional details. Residents are encouraged to upload photos or videos, if available. The tool is offered in both English and Spanish, and includes a short how-to video to guide users. Public input plays an important role in validating existing storm drain data and identifying areas where improvements may be needed. Resident feedback will help City staff better understand local flooding issues and prioritize future storm drain infrastructure projects. Community Development Community Funding Program Planning Underway for 2026-27 We are halfway through the 2025-26 program year for the City's Community Funding program, and it's time to start planning for the next one! On Feb. 18, 2026, the Community Relations Commission (CRC) will hold its annual review of applications for the Fiscal Year 2026-27 Community Funding Program. The public is invited to join this meeting and add to the discussion of Community Funding priorities and learn about how CDBG works. Funded in large part by the federal Community Development Block Grant (CDBG), the Community Funding Program supports local organizations that provide a range of services to lower-income community members. These include free grocery assistance, legal aid to prevent unlawful evictions, shelter operations, fair housing education, youth and domestic violence support and other critical safety-net services. CDBG funding also supports minor home repair programs as well as technical assistance for new and emerging business owners. The Community Funding program touches the lives of many San Mateo residents. In the 2024-25 CDBG program year: 17,572 individuals were served through public services. Four households received minor home repairs. Sixty-four individuals received technical assistance for their businesses. Twelve individuals received fair housing services. See the San Mateo 2025-26 CDBG grantees list for more details. . Here’s a snapshot of the 2025-26 CDBG budget: The CRC’s CDBG funding recommendations inform the City’s Annual Action Plan, a document submitted to the U.S. Department of Housing and Urban Development (HUD) with the budget and activities planned for the coming CDBG program year. After this initial funding discussion on Feb. 18, the CRC will review the draft Annual Action Plan in April. The final Annual Action Plan is approved by the City Council in May, and the new program year starts on July 1. The agenda for the Feb. 18 meeting will be posted on the City's Community Relations Commission webpage by Friday, Feb. 13, 2026. Help Shape the Zoning Code Update The City's Zoning Code is being updated to align with the recently adopted General Plan 2040 and 2023–2031 Housing Element. General Plan 2040 was adopted based on extensive community input, and established policies around important topics, like what kind of development is allowed where, updated housing densities and revised height limits. Now, the City is asking for community input on how to improve the Zoning Code to be more user friendly and update standards that guide how new buildings look and feel and fit into existing neighborhoods. To support this discussion, we have published a series of white papers to provide context for the Zoning Code Update and support informed participation. This includes: . Building Height Limits Commercial Uses and Regulations Single-Family Residential Regulations Public Noticing Requirements Open Space Requirements Setbacks and Buffers We want to hear YOUR ideas about how the City can improve the Zoning Code and update regulations for these key topics.
