Normal operations will resume on Tuesday, Jan. 20. Closed Facilities: City Administrative Offices (City Hall) Community Centers Libraries Note: Public safety and emergency services will continue to operate as normal. City Clerk's Office Actions Taken at Jan. 12 City Council Meeting The following items were discussed by the San Mateo City Council on January 12, 2026. Full meeting minutes are approved in subsequent Council meetings, and can be viewed and searched on the City's Agendas & Minutes Public Meeting Portal: Special Meeting, 6 p.m. Study Session  Potential Ballot Measures for November 2026 — Survey Results and Council Direction The City Council received a report on the results of the Revenue Measures Polling Survey on Monday. The survey was conducted to gauge voter support for two potential ballot measures that could be considered for the November 2026 election. The City’s consultant, True North Research, presented an overview of the survey methodology and findings, including how voters may respond to a sales tax or bond measure on the November ballot. During the discussion, the City Council asked the consultant and City staff questions -regarding the City’s current budget deficit, the potential revenue that could be generated, and the sales tax cap, including the potential missed opportunity if the City does not utilize the maximum amount available under the cap. Following the presentation, the City Council directed staff to proceed with education and outreach related to a potential quarter-cent sales tax measure and return to the Council in July with a recommendation on whether to place a measure on the November 2026 ballot. From February through the July Council meeting, staff will conduct a comprehensive educational outreach effort to objectively inform the community about the potential ballot measure. The City Council is expected to make a final determination in July 2026 on whether to move forward with a quarter-cent sales tax increase. Regular Meeting, 7 p.m. Ceremonial HIP Housing Calendar Award Winners — Recognition The City Council will celebrated the San Mateo student winner of HIP Housing's annual calendar art contest. Public Hearing 2033 La Salle Drive - Zoning Reclassification, Zoning Code Amendment, and Planning Application for an Early Childhood Education Center – Ordinance Introduction Staff introduced an ordinance for a zoning reclassification that would permit the Carey School to construct a new Early Childhood Education Center with capacity for up to 75 students at 2033 La Salle Drive. The project includes a zoning code amendment to add an Overlay District and updated development standards for an educational facility. The City Council received public comment and directed questions to staff. The ordinance was approved on first reading and is expected to be adopted at a future City Council meeting. Additionally, the City Council adopted a resolution to approve the Special Use Permit (SUP), a Site Plan and Architectural Review (SPAR), and a Site Development Planning Application (SDPA) to establish and construct the new education facility. New Business Solid Waste 2026 Rate Setting and Proposition 218 Notification - Approval The City Council received a presentation outlining proposed residential and commercial solid waste rates increases for 2026. The Council asked staff questions regarding financial assistance options, subsidized rates, and the haulers and franchise agreements of other local cities. The Council authorized staff to mail Proposition 218 notifications, which require a 45-day public noticing period, to all property owners proposing a not-to-exceed rate increase for solid waste, recycling, and compost collection. Following the notice period, a City Council public hearing will be held to receive any protests. A resolution to adopt new rates will be considered thereafter. City Council Appointments to External Agencies and Liaison Roles – Approval The City Council reviewed and adopted the proposed 2026 list of City Council appointments to external agencies, organizations, and liaison roles. During the discussion, Council Members asked questions regarding the appointment process and continuity. Mayor Loraine and Council Member Cwirko-Godycki will meet as a subcommittee to review potential future adjustments to the process. Additionally, the "Reports and Announcements" section of City Council regular meetings will be renamed to include liaison assignment reports from Council Members. Closed Session Conference with Legal Counsel – Anticipated Litigation After returning from a closed session, the City Attorney reported that the City Council unanimously voted to initiate litigation in one matter. The name of the action, the defendants and the other particulars shall, once formally commenced, be disclosed to any person upon inquiry. Agendas & Minutes Public Meeting Portal Council Chamber Reopens Jan. 26  The San Mateo City Council Chambers, which have been temporarily closed for construction and AV system upgrades, reopens for the Monday, Jan. 26 meeting. We have appreciated your patience as we made important improvements to the Council Chambers. You're Invited to City Council's Annual Goal Setting Meeting on Feb. 7 Each year, the City Council holds a special Goal Setting meeting to help shape priorities for the upcoming fiscal year. This year’s Blue Sky Goal Setting Workshop will take place on Saturday, Feb. 7, at the College of San Mateo, and the community is encouraged to attend. Location: College of San Mateo, 1700 West Hillsdale Blvd. College Heights Conference Room Building 10, Room 468 The morning will begin with an informal coffee gathering at 8:30 a.m., followed by the Council workshop at 9 a.m. The multi-step process starts with a review of current Council priorities and a discussion of potential new priorities proposed by Council members. The Council will reconvene in March for a study session focused on the proposed Strategic Plan and required resources for the new fiscal year, with final consideration and potential adoption scheduled for April. Public Works Peninsula & Delaware Intersection Improvements Community Meetings - Jan. 29 and Feb. 3 The Peninsula Avenue and Delaware Street Intersection Improvements Project aims to improve safety and access for people traveling through the intersection, which has been identified as a Tier 1 priority intersection for safety improvements as part of the City of San Mateo’s Local Roadway and Safety Plan. This project may include implementation of the following improvements: Improved traffic signal visibility & hardware Addition of left-turn arrows for signals High-visibility crosswalks New pedestrian ramps Curb extensions Consideration of sidewalk repair where needed Construction is anticipated to start in summer 2026. Community Development Historic Policy Update - Upcoming Virtual Workshop and City Council Study Session Join us on Wednesday, Jan. 21 at 6:30 p.m. for a virtual workshop to provide input on the Draft Historic Context Statement and Draft Historic Preservation Ordinance! Explore San Mateo’s first citywide Historic Context Statement and updated Historic Preservation Ordinance, provide input on the drafts, and participate in a live Q&A. These documents have been published and are available for review before the workshop through the Historic Resources project website. RSVP to share your voice and help shape the future of historic policy in San Mateo. The workshop will be followed by a City Council Study Session on Monday, Jan. 26 at 7 p.m. Final drafts, additional outreach and public hearings before the Planning Commission and City Council are planned for later winter and early spring. Parks and Recreation Parks & Library Co-Hosting "I Have a Dream” Storytime & Open Mic on Jan. 23 San Mateo Parks & Recreation and the San Mateo Public Library invite families to their first-ever “I Have a Dream” Storytime & Open Mic, a special youth-focused event celebrating creativity, reflection, and community. The event takes place Friday, Jan. 23, from 3–4 p.m. at the Dr. Martin Luther King, Jr. Community Center (725 Monte Diablo Avenue). The afternoon begins with Storytime from 3:00–3:30 p.m., followed by a Youth Poetry Open Mic at 3:30 p.m. Young participants are encouraged to bring a short poem sharing their dreams for their future or their community. No experience is required—just a willingness to share and be heard. This free, family-friendly program offers a meaningful way to honor Dr. King’s legacy while uplifting young voices and imagination. Community Partner News and Events Volunteers Needed for 2026 One Day Homeless Count in San Mateo County The County of San Mateo’s Human Services Agency, in partnership with local community organizations, is seeking volunteers for the 2026 One Day Homeless Count taking place Thursday, Jan. 29, 2026, 5 - 10 a.m. The One Day Count, required by federal law, provides vital data to help San Mateo County and its partners understand homelessness in the community and guide decisions about funding, programs, and long-term solutions that support people experiencing homelessness. Volunteers will be assigned to a designated area (census tract) and will walk or drive through their section to record observations using their personal smartphone. Free virtual trainin g will be provided and is required to participate.Accommodations are available for volunteers with limited mobility, transportation, or technology access. Click here to register.
