City Clerk's Office May 18 City Council Meeting Preview The following items will be discussed by the San Mateo City Council on Monday, May 18, 2026. Special Meeting 5:30 p.m. Ceremonial National Public Works Week - Proclamation Study Session 101 Corridor Connect Program - Update The City Council will receive an update from the San Mateo County Transportation Authority (SMCTA) on its 101 Corridor Connect Program, which identifies priority transportation improvements along the US 101 corridor. The update will highlight San Mateo projects, including Hillsdale Boulevard, a potential bicycle and pedestrian overcrossing, Saratoga Drive improvements, as well as a new SMCTA mini-grant opportunity for early project planning. This is an informational item, and no Council action is required. Regular Meeting, 7 p.m. Ceremonial Asian American Heritage Month - Proclamation Jewish American Heritage Month - Proclamation Mental Health Awareness Month and Police Activities League Celebration 10th Anniversary Mental Health and Wellness Run - Recognition Christina Horrisberger, Assistant City Manager - Recognition Old Business 19th Avenue / Fashion Island Boulevard Multimodal Improvement Project - Informational Update The City Council will receive an informational update on the 19th Avenue/Fashion Island Boulevard Multimodal Improvement Project, which will improve safety, traffic flow and access for drivers, bicyclists, pedestrians and transit users along the 1.3-mile corridor. The update will include the final design, recent community outreach, funding and next steps before the project moves toward construction. No Council action is required. Public Hearing 445 S. B Street (Bespoke) – New Mixed-Use Development – Approval and Ordinance Introduction The City Council will consider the proposed Bespoke mixed-use development project at 445 S. B Street. The project reaches a maximum height of seven stories, includes 71 100% affordable housing units, ground-floor nonprofit space for Self-Help for the Elderly, retail and office space, and a shared underground parking garage for private and public use. The project is a public/private partnership between the City of San Mateo, Prometheus Real Estate Group, Harvest Properties and Alta Housing. Actions before Council include introduction of an Ordinance to approve the Development Agreement, various resolutions approving the Disposition and Development Agreement and related project documents, appropriating $3 million for a loan to support the affordable housing development, and approving the Site Plan and Architectural Review, Special Use Permit, Site Development Planning Application, and environmental documents. Charter Amendments - Public Hearing No. 2 The City Council will hold the second public hearing on proposed City Charter amendments to reflect San Mateo’s transition to district elections and clean up outdated provisions. Proposed updates include changes related to Council vacancies, regular meeting dates and times, urgency ordinances, the Finance Director title and appointment process, candidate statement requirements, official newspaper selection and other minor clean-up revisions. Council will receive public input and provide direction to staff. Downtown Business Improvement Area – Annual Renewal The City Council will hold a public hearing and consider adopting a resolution to levy the annual assessments for the Downtown Business Improvement Area for fiscal year 2026–27. The Downtown San Mateo Association will provide an overview of its recent accomplishments, planned investments and continued efforts to support Downtown businesses through events, marketing, beautification and district maintenance. New Business Senate Bill 707 (Brown Act Amendments): Technology Disruption Policy and Public Outreach and Interpretation Policy - Adoption The City Council will consider adopting a Technology Disruption Policy and a Resolution related to Public Outreach and Interpretation Assistance practices to comply with Senate Bill 707, which updates the Brown Act to enhance public access, participation and transparency in local government meetings. The item also includes an overview of new requirements such as expanded remote participation, agenda translation into applicable languages and increased outreach to underrepresented communities. These actions formalize the City’s approach to meeting new state requirements while maintaining accessible and inclusive public meetings. Agendas & Public Meeting Minutes "I Voted" Sticker Competition Winners Congratulations to the young winners of our Generation Voter "I Voted" Sticker Competition: Verity P., 13 Emma W., 13 Muktha T., 13 Kalina T., 16 Narumi S., 11 Sajana O., 13 Serena Y., 13 Their designs have been made into stickers and are available at vote centers throughout San Mateo for the June 2, Statewide Direct Primary Election. Thank you to all who submitted sticker designs! Generation Voter (Gen V) helps young voters better understand the election process. Generation Voter offers helpful resources, tools and information for future voters looking to get involved and stay informed. Boards & Commissions Extended Recruitment The City has extended its recruitment for the following: Personnel Board This Board recommends rules and advises the City Manager regarding personnel matters and hears appeals from City employees. Measure S Oversight Committee This Committee provides oversight of the City’s ¼-cent sales tax revenue. The committee helps ensure transparency and accountability by reviewing how funds are generated and used for local City services and programs. Youth Commissioners - Civic Arts Commission San Mateo’s Art in Public Places Program supports public art through fees collected from eligible commercial and multi-family development projects. This Commission advises the City Council and helps implement the program. Youth Commissioners represent young community members and serve alongside the Commission, providing valuable perspective and feedback. Youth Commissioners must be between the ages of 13 and 17 and live or study in the City of San Mateo. Apply Now to Boards & Commissions 101st Airborne News Our relationship with the 101st Airborne is going strong. San Mateo Visits the 101st Deputy Mayor Nicole Fernandez, Police Chief Ed Barberini and City Clerk Martin McTaggart recently visited Fort Campbell, Kentucky, where they met veterans and regiment leaders, participated in Military Physical Training, and got a first look at the new Tennessee Wings of Liberty Museum. Letters Back from the Troops Back in November, the troops received over 1,000 letters from San Mateo citizens and San Mateo – Foster City School District students. A bundle of written replies recently arrived! This friendly exchange personalizes our special relationship with the 101st, allowing our community to express their heartfelt support in their own words. Volunteer Opportunity This Memorial Day - Care Packages for the 101st Date: Monday, May 25, from 11 a.m. to 12 p.m. Location: Central Recreation Center The community is invited to help prepare care packages to send to the 101st Airborne at the Central Recreation Center. The packing event will begin immediately after the Memorial Day Wreath Laying Ceremony in Central Park. No registration is required. Police Department 58th Annual Joinville Memorial on May 20 May 23, 2026, will mark the 58th anniversary of the line of duty death of San Mateo Police Sergeant Gordon Joinville. Joinville Memorial 2026 Date: Wednesday, May 20, at 3:30 p.m. Location: Joinville Park, 2111 Kehoe Ave, San Mateo Sgt. Joinville was killed in his police vehicle while conducting an investigation into a suspicious vehicle. Each year, the San Mateo Police Department formally recognizes Sgt. Joinville's passing by visiting his gravesite, paying respects at the location of his death and then holding a public memorial at Joinville Park, named in his memory. We invite the community to join us for this brief public memorial on Wednesday, May 20, 2026, at 3:30pm at Joinville Park. The police department will caravan to the park after a brief uniform inspection, then gather to say a few words in Sgt. Joinville's honor. Law Enforcement Torch Run on Thursday, May 21 The annual Law Enforcement Torch Run for the Special Olympics comes to San Mateo on the morning of Thursday, May 21, at 11 a.m. The Flame of Hope is anticipated to make its way to the Burlingame/San Mateo border around 11 a.m. The San Mateo Police Department team will take charge of the torch, then run it the length of the city southbound on S. El Camino Real to the Belmont/San Mateo border. There, they will hand it off to the Belmont Police Department as it makes its way to the Summer Special Olympic Games. Join Us to Cheer On the Run Community members are invited to cheer on law enforcement as they volunteer for this 4.25 mile run. Your encouragement is always appreciated, especially as a Special Olympian usually runs alongside our police! Traffic Impact on El Camino Real on Thursday, May 21, Between 11 a.m. and Noon Please also note there will be a traffic impact as the runners make their way down El Camino Real, so please be mindful if driving that roadway between 11 a.m. and noon. The runners and their vehicle entourage will be taking over the #3 lane (westernmost southbound lane). Motor officers and parking enforcement officers will be blocking intersections as the runners pass through them. Please heed the instructions of the officers to ensure the safety of everyone participating. View the Summer Camp and Summer Guides Road Closures and Updates from CalTrans El Camino Real Roadway Renewal Closures Full Road Closure Between Floribunda and Chapin in Burlingame from Wednesday, May 20 - Friday, May 22 Caltrans continues work on the State Route 82 El Camino Real Roadway Renewal Project in Burlingame and San Mateo. The road closure schedule in Burlingame has been updated because new bird nests were recently discovered. Crews have removed 164 trees so far, and there are 18 remaining trees to be taken down in this phase of work. The next closure will take place between Floribunda and Chapin from Wednesday, May 20 to Friday, May 22 from 9 a.m. to 6 p.m. Residents will always have access to their driveways. Long-term, Partial Roadway Closures Through August 2026 There will be one lane of traffic in each direction between Grove Ave. and Oxford Ave. and between East Bellevue and Peninsula through August 2026. Drivers should expect delays and allow extra time in their commute. For SamTrans riders, there are temporary bus stops during the closure period so please refer to their detour webpage for more information. The $173M El Camino Real roadway rehabilitation project will maintain El Camino Real as a safe, accessible and reliable transportation corridor. The project encompasses repaving the road and upgrading sidewalks for enhanced mobility. It also aims to reduce localized flooding and to improve visibility.
