Full meeting minutes are approved at subsequent Council meetings and can be viewed and searched on the City's Agendas & Minutes Public Meeting Portal. Special Meeting, 6 p.m. Study Session Clean Water Program and Wastewater Treatment Plant Upgrade and Expansion — Update The City Council received an update on the Clean Water Program and Wastewater Treatment Plant Upgrade and Expansion project. After over a decade of work, the $1-billion program is in its final phase, with most major upgrades complete. San Mateo now has a state-of-the-art treatment plant, which can produce high-quality effluent. Performance testing is underway with new processes coming online. The final mains will be cut over this month, allowing the old Wastewater Treatment Plant to be taken offline. Remaining work includes renovating three pump stations, converting former aeration basins into an equalization basin to better manage wet weather flows, and completing final site improvements. The recreational path across the plant property is expected to reopen at the end of May. Project closeout is anticipated by June. Next fiscal year, the City will begin solids system improvements and launch a Sewer Master Plan update to guide the future of the City’s wastewater system. Ceremonial Women's History Month The City Council recognized March as Women's History Month with a proclamation. Swearing in of Park and Recreation Youth Commissioner The City Clerk swore in the City's new Youth Commissioner to the Park and Recreation Commission, Maya Osinski. Public Hearing 668 E. 3rd Avenue, New Multi-Family Residential Development (PA-2025-025) — Approval The City Council received presentations on the “Gateway Project” from staff and the applicant, Prometheus Real Estate Group. The eight-story project includes 128 residential units (10 very low-income and 10 moderate-income below-market-rate units), and 73 below-grade parking spaces. The project utilizes State Density Bonus Law, including a waiver to exceed the six-story height limit of the General Plan for this site, requiring City Council approval. The City Council adopted a resolution approving the project, with the added condition of approval, allowing the use of decorative tile at the building’s entryway, subject to staff approval. Staff was also asked to assist affected commercial tenants, as needed, to identify other suitable business location within the City. Reach Codes for the 2025 Code Cycle — Ordinance Introduction The City Council received a presentation from staff, along with Peninsula Clean Energy and their energy consultant TRC, on amendments to San Mateo Municipal Code Chapter 23.24 “Energy Code.” Council approved the first reading of the ordinance, establishing new local “reach codes” to advance the City’s climate goals. The amendments included: Cooling upgrade requirements for single family homes, duplexes and townhomes Cooling upgrade requirements for non-residential buildings FlexPath for single family homes, duplexes and townhomes (for which, Council set a 1,000-square-foot threshold for additions and alterations and a target score of 12). Electric-readiness requirements for single family homes, duplexes and townhomes. The City Council also adopted a resolution finding that the proposed reach codes are reasonably necessary due to local conditions. The ordinance is scheduled for adoption on March 16. After ordinance adoption, the reach codes must be approved by the California Energy Commission and the Building Standards Commission before they can be enforced. In preparation for implementation, staff is developing enhanced outreach materials with clear examples and graphics for use by the community. Operation of Leaf Blowers — Ordinance Introduction The City Council received a presentation on a proposed ordinance to amend San Mateo Municipal Code Chapter 10.80 "Operation of Leaf Blowers" to prohibit the use of gas-powered leaf blowers citywide to reduce greenhouse gas emissions. Staff presented three options to update the leaf blower hours of operation. Council discussed these options and opted to retain the City’s current hours of operation that restrict leaf blower use on weekdays and Saturdays in residential zoning districts and in areas bordering residential zoning districts and prohibit leaf blower use on Sundays and specific holidays. Council also added Juneteenth as a holiday that prohibits leaf blower use. The City Council approved the first reading of the ordinance and the ordinance is expected to return for adoption on March 16. If adopted, the ordinance will go into effect Jan. 1, 2027. Until then, staff will be focused on outreach to educate community members and businesses of these new requirements and promote the City’s electric leaf blower rebate program to help with the transition. New Business Boards and Commissions — Establishment of Annual Appointment Subcommittees and Vacancy Process The City Council received a presentation from the City Clerk on the 2026 Boards and Commissions recruitment cycle. The City Clerk provided an overview of the prior year’s recruitment efforts and requested Council direction on incumbent reappointments, subcommittee assignments, and outreach strategies. Following discussion, the Council directed that incumbent board members and commissioners must reapply and participate in interviews unless they have served for less than one year. Members with attendance issues will also be required to reapply. The Council expanded participation in the Sustainability & Infrastructure and Planning Commission Appointment Subcommittees to all five Council Members. Council supported allowing Council Members to join additional subcommittees, noting that Special Meeting noticing would be required if more than two attend.  Council also requested staff review Youth Commission age requirements, recruitment partnerships with local high schools, and outreach strategies to encourage broad community participation in this year’s recruitment cycle. Agendas & Minutes Public Meeting Portal "I Voted" Youth Sticker Competition Coming Monday, March 9! We’re partnering with our Youth Activities Council (YAC) to host an "I Voted" Sticker Competition! Three winning designs from different age groups will become stickers for voters at San Mateo Vote Centers during the June 2, 2026 Statewide Direct Primary Election. Competition Details: Must be 18 or under, living or studying in San Mateo Design must include "I Voted" or "Future Voter" Use the template to create a hand drawn or digital design Submit your designs by Friday, April 10 online, by email, by mail or drop off at City Hall. The competition begins Monday, March 9. Learn more: cityofsanmateo.org/4758/I-Voted-Sticker-Competition Upcoming Road Closures from Caltrans U.S. 101 and SR-92 Interchange Nighttime Ramp Closures March 9-14 Caltrans will close off-ramps from southbound U.S. 101 to State Route (SR) 92 in San Mateo in order to construct a concrete barrier rail and to install overhead signage. The off-ramps will be closed nightly from: Monday, March 9, through Saturday morning, March 14. The southbound U.S. 101 to westbound SR-92 will be closed from 10 p.m. to 6 a.m. nightly. The Fashion Island off-ramp will be closed from 8:00 p.m. to 7:00 a.m. nightly. Detour: Take the off-ramp to eastbound East Hillsdale Blvd, loop onto northbound U.S. 101, and take SR-92 in either direction.  The southbound U.S. 101 off-ramp to eastbound SR-92 will be closed from 1 a.m. to 5 a.m. nightly. Detour: Take westbound SR-92 to the South Delaware exit, turn right on Concar, right on South Delaware, and left on eastbound SR-92. This work is part of the $45-million U.S. 101- SR-92 Short-term Improvements Project that is co-sponsored by the San Mateo County Transportation Authority and City/County Association of Governments. The project will bring operational improvements, enhancement to local access and promotion of economic vitality to the region. All work is weather dependent. Please drive with caution. New pedestrian safety barriers were installed this week downtown on 1st and 3rd avenues and B Street. The new barriers were placed at the intersection of the pedestrian mall where there is the most vehicle exposure and will provide greater protection for pedestrians. The blue bike-locker–style cabinets located nearby allow City staff to move and manage the barriers as needed. These safety enhancements support a vibrant downtown by providing better protection in the pedestrian mall for everyone who lives, works and visits there. Community Development Survey Open Through Monday, March 9: We Want to Hear from You on the Zoning Code Update The City is asking for your input on how to improve the Zoning Code to be more user friendly and update standards that guide how new buildings look, feel and fit into existing neighborhoods. Take the Zoning Code Update - Key Issues Survey through Monday, March 9, 2026. The City's Zoning Code is being updated to align with the recently adopted General Plan 2040 and 2023–2031 Housing Element. General Plan 2040 was adopted based on extensive community input, and established policies around important topics, like what kind of development is allowed where, updated housing densities and revised height limits.
