Special Meeting, 6 p.m. Study Session City Council SMART Activities Priority List – Adoption Council will review and provide final direction on the draft SMART (Specific, Measurable, Achievable, Relevant, and Time-bound) Activities Priority List. This list provides intentional, achievable actions that can be completed within Fiscal Year 2026/27. The item marks the next step in implementing the City’s recently adopted Strategic Plan and will be complete upon adoption of the City’s annual budget in June. Regular Meeting, 7 p.m. Ceremonial The City Council will recognize the At-Risk Youth Foundation - Presentation The City Council will receive a presentation from The At Risk Youth Foundation (TARYF), a volunteer-led foundation which supports nationwide drinking and driving educational programs, and provides teddy bears to children affected by tragic incidents. The San Francisco Peninsula 2025–2028 Strategic Plan – Presentation The City Council will receive a presentation from the San Francisco Peninsula - the region’s official convention and visitors’ bureau - on their priorities, goals, and community impact for the coming years. Public Hearing 2026 Solid Waste Collection Rates — Rate Increase The City Council will conduct a Prop 218 protest hearing before considering whether to adopt a resolution to establish maximum rates for solid waste, recycling, and organics collection for 2026. The rate increase is due to increased collection, transportation, and disposal costs. The City Clerk will report the number of qualifying written protests received, and the Council will certify whether the 50% +1 majority protest threshold has been met before consideration of the increase. New Business 2025 Annual Progress Reports – Housing Element, General Plan and Housing Successor Agency – Approval The City Council will review and consider approving the 2025 annual progress reports for the General Plan, Housing Element, and Housing Successor Agency and direct staff to submit these reports to their respective State agencies. Charter Amendments – Study Session The City Attorney will present proposed amendments to the City Charter to reflect the transition to district elections and update outdated provisions. The City Council will provide feedback and direction. This study session will be followed by two public hearings, after which the Council will consider whether to submit a ballot measure to the voters. Under state law, the Council may place charter amendments on the ballot for voter consideration at the next statewide general election. "I Voted" Youth Sticker Competition Is Now Open! We’re partnering with our Youth Activities Council (YAC) to host an "I Voted" Sticker Competition! Three winning designs from different age groups will become stickers for voters at San Mateo Vote Centers during the June 2, 2026 Statewide Direct Primary Election. Competition Details: Must be 18 or under, living or studying in San Mateo Design must include "I Voted" or "Future Voter" Use the template to create a hand drawn or digital design Submit your designs by Friday, April 10 online, by email, by mail or drop off at City Hall. The competition begins Monday, March 9. Learn more: cityofsanmateo.org/4758/I-Voted-Sticker-Competition Ongoing Road Closures from Caltrans Reminder: U.S. 101 and SR-92 Interchange Nighttime Ramp Closures March 9-14 Caltrans will close off-ramps from southbound U.S. 101 to State Route (SR) 92 in San Mateo in order to construct a concrete barrier rail and to install overhead signage. The off-ramps will be closed nightly through Saturday morning, March 14. The southbound U.S. 101 to westbound SR-92 will be closed from 10 p.m. to 6 a.m. nightly. The Fashion Island off-ramp will be closed from 8:00 p.m. to 7:00 a.m. nightly. Detour: Take the off-ramp to eastbound East Hillsdale Blvd, loop onto northbound U.S. 101, and take SR-92 in either direction.  The southbound U.S. 101 off-ramp to eastbound SR-92 will be closed from 1 a.m. to 5 a.m. nightly. Detour: Take westbound SR-92 to the South Delaware exit, turn right on Concar, right on South Delaware, and left on eastbound SR-92. This work is part of the $45-million U.S. 101- SR-92 Short-term Improvements Project that is co-sponsored by the San Mateo County Transportation Authority and City/County Association of Governments. The project will bring operational improvements, enhancement to local access and promotion of economic vitality to the region. All work is weather dependent. Please drive with caution. Staff will be replacing the upper body component with a new unit that matches the original design, supported by new posts for enhanced stability. This improvement will allow users to fully enjoy both sides of the play structure through creative physical play.
