Community Message from City Manager Regarding Fiscal Year 2025/26 Proposed Operating Budget

On April 17, City Manager Karena Shackelford shared a message with community members about the City of Fremont’s Fiscal Year 2025/26 Proposed Operating Budget, which will be released Friday, May 9, and presented to the City Council on Tuesday, May 13. As Fremont navigates a period of continued economic uncertainty, the City Manager reaffirmed the City’s commitment to long-term financial sustainability and to advancing the priorities set forth by the Fremont City Council. Economic headwinds—nationally and regionally—remind us that we must remain vigilant and adaptable in our financial planning.

The City has some affordable housing news to share! *Pickering Place Apartments [ https://www.midpen-housing.org/property/pickering-place/ ]*, an affordable housing property located in Fremont, has opened its waitlist for rental units. Participating Restaurant Week business employees holding up various food items
Fremont Restaurant Week by the Numbers

The 3rd Annual Fremont Restaurant Week was a resounding success, with 62 local restaurants highlighting the diversity of Fremont’s dining scene. Each restaurant and their featured dishes were promoted across our website, social media, newsletters, printed materials, and more. The campaign generated impressive results: 8,000 Passports distributed, 1.7 million impressions on the I-880 billboard, nearly 450,000 social media impressions, over 133,000 website visits, and coverage from 15 local news outlets. Restaurants reported strong outcomes, with 95% seeing increased foot traffic and revenue, and 100% eager to participate again.

Thank you to everyone who contributed to the success of this event. Whether you tried something new or revisited a favorite spot, your support helped boost local businesses during a typically slower season. We are already looking forward to next year!

Upcoming Council Budget Meetings

At the May 13, 2025, City Council Meeting, City staff will present the Fiscal Year 2025/26 Proposed Operating Budget to the Council. This will be followed by public hearings and budget adoption by the Council on June 3 and June 10. All Council meetings are televised on the local cable access channel (Channel 27), *streamed online* [ https://city.fremont.gov/webcasts ], or available to attend in person at City Hall, located at 3300 Capitol Ave.

Fremont’s 2024 General Plan Annual Progress Report Accepted by State

The City is pleased to announce that Fremont’s 2024 General Plan Annual Progress Report has been accepted by the State. On March 18, 2025, the Fremont City Council accepted the report and directed staff to submit the report to the State.

Background

Fremont's *General Plan [ https://fremont.gov/generalplan ]* establishes the City’s future goals for development and helps shape decisions. A key component is the *2023-2031 Housing Element [ https://fremont.gov/housingelement ]*, which is the City’s comprehensive plan for guiding housing development in Fremont. Under State law, local jurisdictions are required to provide an Annual Progress Report on the status of their General Plan and their progress towards implementing the Housing Element.

Report Information

The 2024 General Plan Annual Progress Report includes information on Fremont’s progress towards meeting its Regional Housing Needs Allocation (RHNA), which is the city’s assigned share of the region’s housing need, for all income levels, for 2023–2031.


* Housing production across all income levels is needed to address California’s existing challenges regarding housing supply and affordability. While the City strives to meet its RHNA targets and has created a regulatory environment that aids housing production, external factors such as unfavorable market conditions and high construction costs are significantly impacting development activity in Fremont. As the City does not directly construct housing, it relies on private developers, whose ability to build housing is currently limited by these economic challenges.

The report also includes information on the status of Housing Element actions and programs, additional annual reporting requirements, and the status of General Plan activities.

This will help prevent flooding and protect our local waterways from pollution.

Alameda Creek Cleanup 2025

Participate in a day of stewardship along Alameda Creek! This creek cleanup event will take place Saturday, May 10 from 9:00 am to 12:00 pm at the Niles Staging Area located at Old Canyon Road in Fremont.

 

Clean up trash, enjoy interactive activities, and discuss habitat restoration and barrier removal efforts benefiting fish and the community. The event is open to all ages.

Leadership Fremont Class of 2025 Supports Youth Mental Health

The Fremont Chamber of Commerce’s Leadership Fremont Class of 2025 named the City of Fremont’s *Youth and Family Services [ https://www.fremont.gov/government/departments/human-services/youth-services ]*division as the recipient of their annual project: “Youth Overcoming.”

This year’s cohort chose youth mental health as their focus. With a goal of $30,000, they are accepting donations to provide YFS with funds for youth to attend camps and classes that are unaffordable for their families. These activities will help with their overall care plan by supporting their well-being, help combat isolation and foster a sense of belonging.

Development Services Center/Permit Center Reminder

Starting this Monday, April 21, the City is expanding in-person service hours for the *Development Services/Permit Center [ https://city.fremont.gov/dsc ]*, located at 39550 Liberty Street in Fremont.

The Center will be open for weekday in-person services at the following times:


* Monday through Thursday: 8:00 am to 3:30 pm (closed from 12:00 pm to 1:00 pm)
* Friday: 8:00 am to 12:00 pm

As always, *online permitting services [ https://fremont.gov/citizenaccess ]* are available 24/7, and customers can also contact permitting staff by *phone or email on weekdays [ https://www.fremont.gov/government/departments/community-development/planning-building-permit-services/planning-building-permits ]* between 8:00 a.m. and 5:00 p.m.
