City Clerk's Office April 6 City Council Meeting - Actions Taken The following items were discussed by the San Mateo City Council on Monday, April 6. Special Meeting, 6 p.m. Closed Session The Council adjourned to Closed Session to confer with legal counsel regarding existing litigation and to hold two separate conferences with labor negotiators. There was no reportable action following these Closed Session discussions. Study Session Electronic Billboard Policy Discussion and Council Direction Council discussed potential policy options for allowing electronic billboards and provided direction to staff to further explore implementing a pilot electronic billboard program, which would allow one existing billboard to be relocated from private property to City-owned or City-controlled property. Council expressed the desire to minimize impacts to nearby residential areas, prioritize locations with the strongest revenue potential, such as the Highway 101 and 92 corridors, and incorporate City promotional messaging. Council also indicated that the review and approval mechanism should be a combination of Zoning Administrator design review and City Council approval of a lease agreement. Regular Meeting, 7 p.m. Ceremonial Hillsdale High School – 4.0 Grade Recognition Principal Jeff Gilbert shared a few words and Hillsdale High School students received recognition for maintaining a 4.0 GPA. Students from the remaining San Mateo high schools are scheduled to be recognized at the May 4 Council meeting. Fair Housing Month - Proclamation Laura Diaz, Fair Housing Community Outreach Coordinator, received the proclamation for Fair Housing Month, which celebrates the 58th anniversary of the enactment of the Federal Fair Housing Act of 1968, declaring that discrimination in the sale and rental of housing is illegal. Dispatcher Appreciation - Proclamation Chief of Police Ed Barberini and Dispatch Supervisor Stacey Foster received the proclamation recognizing the second week of April as National Public Safety Telecommunicators Week. The City Council honored San Mateo’s dispatchers and thanked them for the critical, lifesaving support they provide. Public Hearing Status of Vacancies and Recruitment and Retention Efforts (Assembly Bill 2561/Government Code 3502.3) – Public Hearing  Council conducted a public hearing to review the City’s vacancy status and recruitment and retention efforts in accordance with Assembly Bill 2561. Council acknowledged progress in reducing the vacancy rate to approximately 6.6% and expressed support for maintaining levels below 7%. Discussion highlighted recent Human Resources restructuring efforts, expanded recruitment and outreach strategies, and new program development, including fellowship opportunities. Council encouraged continued evaluation and improvement of internal HR processes and welcomed innovative ideas to strengthen recruitment and retention. Additional discussion included broader fiscal challenges, including potential future impacts to City revenues, with staff noting the importance of sustainable funding strategies and ongoing financial planning. Tax Exempt Financing - The Carey School — Adoption Council adopted a resolution approving tax-exempt financing for The Carey School for improvements at 1 Carey School Lane and 2033 La Salle Drive. During discussion, Council expressed general support for the project and interest in its broader progress. Fiscal Year 2026-27 Comprehensive Fee Schedule - Approval Council approved the proposed Fiscal Year 2026–27 Comprehensive Fee Schedule, which included annual updates based primarily on Consumer Price Index, selected adjustments based on other cost formulas or analyses and the removal of obsolete or unused fees, including certain Information Technology fees. Fees will become effective July 1, 2026, except where otherwise noted. Charter Amendments – Public Hearing No. 1 Council held the first of two required public hearings on proposed Charter amendments to reflect district elections and update outdated provisions. Discussion included moving the setting of regular Council meeting dates and times to resolution for greater flexibility, revising emergency ordinance provisions, removing outdated candidate statement requirements and replacing the Charter’s newspaper selection process with an ordinance-based approach. Staff also noted that if the process moves forward the proposed ballot question and impartial analysis would be prepared for the measure and included in the voter information materials. New Business - City of San Mateo and Joint Powers Financing Authority City of San Mateo Joint Powers Financing Authority Variable Rate Demand Revenue Bonds (Public Safety Project) Series 2007A - Letter of Credit Renewal The City Council and the San Mateo Joint Powers Financing Authority held a concurrent meeting and approved resolutions authorizing the City Manager’s approval of amendments to the Reimbursement Agreement and Fee Agreement with Wells Fargo. These are related to the renewal of the letter of credit for the City’s 2007A Variable Rate Demand Revenue Bonds for the Public Safety Project. Agendas & Public Meeting Minutes April 15 Special City Council Meeting – Horizon Project Presentation & Community Input The City Council will hold a Special City Council Meeting regarding the Horizon Treatment Services Project at 101 N. El Camino Real. Date: Wednesday, April 15, 2026 Time: 6 p.m. Location: City Council Chambers, City Hall, 330 W. 20th Avenue, San Mateo, CA 94403 While this meeting is being hosted by the City of San Mateo, it is important to note that the Horizon Project is a County-sponsored initiative, not a City project, and no permit application has yet been submitted to the City. This meeting will provide an opportunity for the community to: Receive a presentation from Horizon representatives on the project at 101 North El Camino Real Learn more about the project’s scope and operations Provide input and share feedback with project representatives The City Council is convening this Special Meeting to help facilitate a transparent and informative discussion, ensuring residents have the opportunity to hear directly from the project proponents and make their voices heard. Deadline Extended: Submit Your Design for the “I Voted” Sticker Competition Are you or someone you know a San Mateo artist age 18 or younger? Now’s your chance to design the official “I Voted” sticker for the June 2 Statewide Primary Election! New Submission Deadline: Friday, April 17 We’re partnering with our Youth Activities Council to host this competition. Three winning designs (one per age group) will be selected and turned into official stickers for voters at San Mateo Vote Centers during the June 2, 2026, Statewide Direct Primary Election. Competition Details: Must be 18 or under and living or studying in San Mateo Design must include “I Voted” or “Future Voter” Use the provided template to create a hand-drawn or digital design Submit by Friday, April 17 (online, by email, by mail or at City Hall) I Voted Sticker Contest Boards and Commissions Recruitment Help shape the future of our community. Several City Board and Commission seats are now open. We’re looking for residents who bring passion, expertise and diverse perspectives to help guide City policies and programs. San Mateo Teens: Make Your Voice Heard Teens can get involved too by serving as a Youth Commissioner. Deadline to apply is Friday, April 24, 5 p.m. Apply Now Public Works Third Avenue and Norfolk Street Intersection Safety Improvements: Traffic Signal Pattern Changing Monday, April 13 Third Avenue and Norfolk Street intersection safety improvements are nearing completion and the City aims to have the new traffic signals active beginning Monday, April 13. There are new, dedicated bike signals for the two new bicycle crossings and bike pathways will be marked in green. Please be aware that the bicycle crossing by the creek on Norfolk is intended for cyclists, not for pedestrian use. Pedestrians should continue to use the concrete sidewalks and crosswalks at the 3rd & Norfolk intersection. In addition to the new signals, there will be changes to the order and sequence that vehicles move through the intersection. Please be cautious of other roadway users and follow the appropriate traffic signals for vehicles, bicycles and pedestrians. In support of the new signals, some night work will take place the evening of Sunday, April 12, to complete a few final items and activate the new signals. The City thanks you for your patience and support through the duration of this project. Final Community Meetings for the 19th Avenue & Fashion Island Boulevard Project The City of San Mateo invites community members, residents and stakeholders to participate in upcoming final community meetings to review how your input and vision have shaped the 19th Avenue and Fashion Island Boulevard Multimodal Improvements Project. Community Development Historic Policy Update Effort The City is proposing to amend its Historic Preservation Ordinance (Chapter 27.66) in the Zoning Code and adopt a Citywide Historic Context Statement to implement General Plan 2040 actions related to historic preservation. The Planning Commission will hold a public hearing on Tuesday, April 14, 2026 at 7 p.m. to review the draft Historic Preservation Ordinance and citywide Historic Context Statement, accept comments from the public and make a recommendation to City Council. This public hearing will be hosted at the City Hall Council Chambers and virtually on Zoom. Virtual Public Meeting on April 13: San Mateo County Multi-City Inclusionary Zoning and Affordable Housing Study The City of San Mateo has joined other jurisdictions in San Mateo County for a countywide study of affordable housing policies that apply to new development projects. The Grand Nexus Study will inform updates to the City's Below Market-Rate (BMR) ordinance and Commercial Linkage Fee, two initiatives included in the City's 2023-2031 Housing Element workplan that are planned for 2026. The project team, led by Strategic Economics and Community Planning Collaborative, is hosting a virtual public meeting to share the purpose and goals of the study and explain how the findings could be used to support policies that help produce more affordable housing in the City of San Mateo. The meeting will provide an opportunity for members of the public to ask questions and participants will also be invited to provide feedback on these policies via a follow-up online survey. P. Giannini, the visionary founder of Bank of America who transformed banking in the early twentieth century by extending credit to working families, immigrants and small businesses. The screening takes place just steps from the historic Bank of America building where Giannini once kept an office, and only a few blocks from his former home, offering a rare opportunity to reflect on his legacy in the very neighborhood where he lived and worked.
