Special Meeting, 6 p.m. Closed Session The public will have an opportunity to comment before the consideration of the closed session item related to an anticipated litigation. Study Session 2026-31 Capital Improvement Program Plan — Preview City Council will receive a preview and provide feedback on the 2026-31 Capital Improvement Plan. Regular Meeting, 7 p.m. Ceremonial Volunteer Appreciation Week - Proclamation National Library Week - Proclamation Arab American Heritage Month - Proclamation Earth Day - Proclamation Public Hearing Glazenwood Historic District Designation — Adoption City Council will consider a Resolution to designate the Glazenwood neighborhood as a local historic district. The item also includes a finding that the action is exempt from CEQA under applicable state guidelines. New Business Connect Bay Area Local Investment Plan — Informational City Council will receive an informational presentation from San Mateo County Transit District (SamTrans) on the Connect Bay Area Local Investment Plan, which outlines potential investment priorities tied to a transit-focused sales tax measure on the November ballot. General Fund 2026-27 Operating Budget – Preview and General Fund Ten-Year Forecast City Council will receive the General Fund 2026-27 operating budget preview and General Fund ten-year forecast. Agendas & Public Meeting Minutes City Council Meeting Held April 15 – Horizon Project Presentation & Community Input Special Meeting 6 p.m. Proposed Horizon Services Facility — Discussion The San Mateo City Council held a Special City Council Meeting on April 15, 2026, regarding the proposed County-sponsored Horizon Treatment Services Project at 101 N. El Camino Real. During the meeting, Council received a presentation from Horizon representatives, heard feedback and input from community members and directed questions to Horizon staff regarding the proposed project and its operations. No action was taken by the City Council. Members of the public are encouraged to watch the meeting recording in our Agendas & Minutes Public Meeting Portal to learn more about the discussion and the information shared during the meeting. You're Invited to Our Annual Earth Day Cleanup Join the City of San Mateo for a fun-filled Earth Day Cleanup as we do our part to "Team Up to Clean Up" the Bayfront. Date: Saturday, April 25 Time: 9 a.m. - 12 p.m. Location: Ryder Park, 1801 J Hart Clinton Dr. San Mateo 94401 Every year, hundreds of volunteers pick up thousands of pounds of debris to clean up our shoreline. Join your community to have a good time outdoors and help the environment! Be sure to wear clothes that can get dirty and sturdy shoes (no flip flops or open-toed shoes). To reduce waste, please bring a reusable water bottle, reusable gloves and/or a reusable bucket for litter collection. After the event, we will host a free barbecue to thank our volunteers for all your hard work. This year's event will feature music and games provided by San Mateo Parks & Recreation Mobile Rec team and DJ Ed! Come join in on the fun and help keep our Bayfront clean and beautiful. We want to hear from you about how the City can improve the Zoning Code to align our local rules with the community’s long-term vision. Share your ideas about updating regulations for single-family residential regulations, commercial business uses, building heights and landscaping requirements by taking our survey, open through May 15, 2026. About the Zoning Code Update The City is updating the Zoning Code to align with the recently adopted General Plan 2040 and 2023–2031 Housing Element, including updating zoning rules to match General Plan land uses. General Plan 2040 was based on the vision of the community and established regulations about important topics, like what kind of development is allowed where, heights and densities. This work is the culmination of the Historic Policy Update Effort that has been going for the past year. On April 14, 2026 the Planning Commission held a public meeting to consider these historic policy items and made a recommendation to the City Council to adopt, with various updates and modifications. Parks and Recreation Central Park Playground Project Reaches a Major Milestone A major project milestone has been achieved with the installation of the new prefabricated restroom facility. This innovative structure features a totally customized layout with eight all-gender restroom stalls. According to the vendor, this is the first of its kind. Another exciting milestone includes the installation of four major play structures which are substantially complete. The project remains on schedule and within budget. Take Our Parks Survey Road Closures from Caltrans El Camino Real Roadway Renewal Traffic Advisory: Full and Partial Closures of El Camino Real Starting April 17 Caltrans continues work on the State Route 82 El Camino Real Roadway Renewal Project with full and partial road closures in Burlingame and San Mateo. Full Roadway Closure Information Carmelita Ave. to Oak Grove Ave. Friday, April 17 - Friday April 24 9 a.m. to 6 p.m. on weekdays Please be aware that the discovery of nesting birds and bats may require changes to this closure schedule at short notice. Partial Roadway Closure Information Lane closures are scheduled so that crews may perform pavement, gutter, sidewalk and curb construction. The two northbound lanes will be closed from Grove to Oxford and from East Bellevue to Peninsula. Please drive with caution and allow extra time. Friday, April 24 to mid-July 8 a.m. to 5 p.m. on weekdays For SamTrans riders, there are temporary bus stops during the closure period so please refer to their detour webpage for more information. The $173M El Camino Real roadway rehabilitation project will maintain El Camino Real as a safe, accessible and reliable transportation corridor. The project encompasses repaving the road and upgrading sidewalks for enhanced mobility. It also aims to reduce localized flooding and to improve visibility.
