Citywide Holiday Closure

As in years past, the City will be implementing a Holiday Closure (https://city.fremont.gov/holidayclosure) for many non-public safety City services from Wednesday, December 24, 2025, through Friday, January 2, 2026. Police and fire services will not be affected. City offices participating in the Holiday Closure will re-open for business on Monday, January 5, 2026.

General Plan Updates

A General Plan, as required by state law, is a city’s “constitution” for growth and development and the policy foundation upon which all development and land use decisions are based. Fremont's General Plan 2030 (https://fremont.gov/generalplan) was adopted by the Fremont City Council on December 12, 2011.

Recent changes to state law require the City to update its General Plan as it relates to open space access, climate resiliency, and wildlife and habitat connectivity. On December 9, 2025, the City Council adopted these updates, which will serve as an addendum to the plan's existing Land Use and Open Space Element and Conservation Element.

Fremont Advances Clean Energy Recycling with Solar Panel Drop-Off Event

On December 9, 2025, the City partnered with the California Product Stewardship Council (CPSC) (https://www.calpsc.org/) and StopWaste (https://www.stopwaste.org/) to host a free one-day solar panel drop-off event at the Fremont Recycling and Transfer Station (https://www.fremont-recycling.com/) . The event offered solar panel owners a straightforward and responsible option for properly disposing their unused panels.

183 solar panels were collected, and CPSC is utilizing the widely recognized waste management hierarchy model (prioritizing reuse and repair before recycling) to make the best use of the discarded panels. They estimate that half of the panels are in sufficient working condition to be reused, while the other broken panels will be recycled to give their materials a second life.

The City thanks its partners for helping with this event, including the staff at the Fremont Recycling and Transfer Station for their professionalism and support in making the event safe, smooth, and successful.

Recycle Right: Keep Plastic Film Out of Your Blue Cart

Let's make sure we're recycling right! Here's the lowdown on why plastic film can't go in your blue recycling cart, plus an update on the new state plastic bag law.

Plastic film includes items such as plastic bags, bread bags, garbage bags, and plastic wrap. Plastic film can no longer be placed in your blue recycling cart because the film gets tangled in the recycling equipment and it is not clean enough to be sold as recycling, so any bags placed in the recycling carts are rejected as trash. Recycling items should be placed loosely in your blue cart and not tied inside a plastic bag.

The best option is to take clean, dry plastic film to participating grocery and retail stores for drop-off recycling. To find a convenient drop-off location near you, visit resource.stopwaste.org (https://resource.stopwaste.org/) and search “Plastic Bags” with your ZIP code. If free drop-off is not an option for you, please place all plastic film in your black garbage cart.

California’s new law, Senate Bill 1053, significantly tightens plastic bag rules across the state and will prohibit many stores from providing plastic carryout bags at checkout starting in 2026, even the thicker plastic bags previously allowed. Until plastic bags are completely phased out, it is important to keep plastic film out of the blue recycling cart and dispose of it properly to prevent equipment damage and contamination.

Reduce Food Waste This Holiday Season

This holiday season, remember to compost your food scraps and expired leftovers. Yule love it!

Use Your Green Compost Cart
Toss all food scraps, expired leftovers, and food-soiled paper into your green compost cart—this includes vegetable peels, coffee grounds, and even meat and bones. This process creates compost, a valuable resource that helps grow healthy food and reduce greenhouse gases. For a reminder of what’s acceptable for your green cart, check out the City’s Composting Guide (https://city.fremont.gov/composting) .

Use a Kitchen Compost Container
Start composting right from your kitchen countertop! Simply gather your compostable items in a kitchen bowl or countertop pail before tossing them into your green cart. Republic Services offers free kitchen compost pails! You can request one by completing this online form (https://www.fremont.gov/Home/Components/FormBuilder/FormBuilder/f8867c35698d46caa53ac6d6205216c0/66) .

Host a "Green" Holiday Gathering
Make it easy for your guests to compost by placing your pail and/or your green cart out where everyone can see them. Whenever possible, opt for reusable plates, silverware, cups, and serving dishes. If reusables aren't an option, choose paper plates and certified compostable wooden utensils. These can be placed directly into your green cart.

By doing your part to reduce food waste, you are helping to create a healthier, more climate-ready Fremont this holiday season. Thanks for your continued commitment, and keep up the great "green" work!

For single family homes, this includes free curbside holiday tree collection from Monday, December 29, 2025, through Friday, January 9, 2026.

A Decade of Mattress Recycling in California

For the past 10 years, the Mattress Recycling Council (MRC) has helped Californians responsibly recycle old mattresses and box springs through its statewide Bye Bye Mattress program (https://byebyemattress.com/) . Since launching in California, the program has diverted 13 million mattresses from landfills by recovering materials such as steel, wood, foam, and fabric for reuse in new products. MRC has also expanded access to recycling with hundreds of permanent drop-off sites and regular collection events across the state, making mattress recycling convenient for residents. The program is funded through a small recycling fee applied at the point of sale, which supports free or low-cost recycling services and helps reduce illegal dumping. For communities like Fremont, the Bye Bye Mattress program plays an important role in keeping bulky waste out of landfills, cleaning up neighborhoods, and meeting California's waste-reduction goals.
