What is a Covered Unit?

The MHRSO provides rent stabilization for both mobile home owners and mobile
home tenants (Mobile Home Tenants are tenants renting a mobile home). It also
provides eviction protections for mobile home tenants while protecting the rights of
park owners and mobile home landlords to receive a fair return sufficient to cover
increases in costs.

2026 Annual General Adjustment 

The MHRSO limits rent increases for both space rent and mobile home rent to the Annual General Adjustment (AGA), a rent increase based on inflation and approved by the Rental Housing Committee (RHC). Mobile Home Park Owners and Landlords (collectively "landlords") may give this annual rent increase from September 1 through August 31 of each year.

Anti-Retaliation and Anti-Harassment
Regulations

If your rental space or mobile home is covered by the MHRSO, there are rules to protect mobile home residents from harassment and retaliation by their mobile home park owner or landlord. These rules support residents when they exercise their rights—such as asking for repairs, reporting code violations, or joining a tenant organization.

MHRSO Regulations prohibit landlords from engaging in certain acts or failing to perform certain acts related to a tenancy in Bad Faith, such as:


* Threatening to evict a resident without a lawful reason
* Not making necessary repairs or turning off services like heat, water, or electricity.
* Entering a resident’s home without proper notice
* Pressuring a resident to vacate or relinquish their rights
* Using threatening, intimidating, or unwelcome language
* Threatening to release or releasing a resident’s private information, including their residence, immigration status, or social security number.

Landlords who violate the MHRSO Regulations may be held liable for damages. If a landlord harasses or retaliates against a resident for exercising their rights, the regulations specify legal options and protections available to residents. Community Resources in Mountain View 

Emergency Financial (Rent and Utilities) Assistance – Community Services Agency

Provides qualifying tenants/residents with rental assistance and other assistance to stabilize their situation.

Food & Nutrition Center - Community Services Agency

CSA offers food items including fresh dairy and produce to those in need. CSA’s Food & Nutrition Center is open three days/week so individuals and families can receive nutritious food to stretch their budgets and minimize food-insecurity.
